    Mayor Carolyn Kirk today vetoed City Council's decision to join a planned North Shore regional vocational school, throwing the city's place in the new state-of-the-art institution back into doubt.   • Beverly vote pushes regional vo-tech school over the top

    BEVERLY and mdash; The plan to build a $133 million high school that proponents say will transform vocational education on the North Shore has become a reality.     A Byfield man was sentenced to jail time by Judge Ellen Flatley after pleading guilty to heroin possession charges in Gloucester District Court yesterday. Evan Kinlock, 20, of 27 Central St., Byfield, was sentenced to 30 days in jail on the drug charge.
