    BREAKING NEWS: District of Columbia lawmakers passed legislation Tuesday that allows same-sex marriages in the nation's capital. The D.C. Council passed the bill 11-2. Mayor Adrian M.     A judge in Washington has ordered a man who spent 28 years in prison for a rape and murder be released immediately, after DNA testing showed he is innocent.
