Contra Costa County tax officials are warning property owners about a company that's offering to lower property tax bills for a fee. Officials say a company called Property Tax Adjusters has been sending out letters promising to lower tax bills if they'll send in $189. The death rate for California inmates dropped for a second consecutive year, but a federal receiver overseeing prison medical care says more can be done to stop prison deaths.
