Contra Costa County tax officials are warning property owners about a company that's offering to lower property tax bills for a fee. Officials say a company called Property Tax Adjusters has been sending out letters promising to lower tax bills if they'll send in $189. Lawyers for four nonprofit groups will ask a state appeals court in San Francisco Tuesday to restore $318 million in social services and health care funding cut by Gov. Arnold Schwarzenegger in July. The death rate for California inmates dropped for a second consecutive year, but a federal receiver overseeing prison medical care says more can be done to stop prison deaths.
