Mexican general, 29 soldiers on trial for homicide

MEXICO CITY (AP) — A Mexican army general and 29 soldiers under his command in a town on the border with Texas are being tried on charges of torture, homicide, drug trafficking and other crimes, a top government official confirmed Tuesday.

Interior Secretary Alejandro Poire said that the crimes charged in the case are "deplorable and reprehensible" and that the troops are being tried in a military court.

Details about Gen. Manuel Moreno Avina and his subordinates' alleged reign of terror in the town of Ojinaga, across from Presidio, Texas, were first reported by the newspaper Reforma, which had access to some of the soldiers' testimony.

Shortly after Moreno arrived in Ojinaga in spring 2008, the troops under his command began kidnapping, torturing and killing suspects and stealing cars, computers, TV sets and even mattresses during raids on suspects' homes, according to the testimony reported by Reforma. They allegedly resold the stolen items as well as marijuana and cocaine they seized.

Poire did not confirm the allegations contained in Reforma's story, and the Defense Department didn't respond to requests for comment from The Associated Press.

According to the newspaper, prosecutors say at least 10 civilians were killed by soldiers or by hit men under the orders of Moreno in 2008 and 2009.

At least three of those slain were described as suspects in the custody of soldiers, including a man in his 20s who was detained in July 2008 and taken to the military garrison and given electroshocks until he died of a heart attack. His body allegedly was taken to a ranch, soaked in diesel and burned.

Seven other people were killed on the orders of Moreno by two hit men working for La Linea, a gang of assassins and corrupt police officers who act as enforcers for the Juarez Cartel, according to the testimony reported by Reforma.

Among the alleged victims were a secretary at the federal prosecutors' office in Ojinaga, a state police officer, a local police officer who stopped Moreno for speeding and driving under the influence of alcohol, and a businessman who filed a complaint with federal prosecutors and human rights officials after soldiers raided his house and stole money.

Soldiers also reportedly testified that Moreno often kept cars seized in legal and illegal raids and had them painted in military green.

Poire said the general and other soldiers are being tried in a military court in the Pacific coast state of Sinaloa and are all being held at a military prison in the state of Jalisco, it said.

Military investigators were first alerted to the soldiers' crimes in August 2009 by an anonymous complaint that they were collaborating with a criminal group, Defense Department officials told Reforma.

President Felipe Calderon deployed 50,000 soldiers and other military personnel to fight organized crime shortly after taking office in December 2006. More than 47,000 people have been killed in drug violence since Calderon launched his offensive, according to government figures.

The Inter-American Court on Human Rights and Mexico's own Supreme Court have ruled that soldiers who commit human rights violations against civilians should be tried in civilian courts. Calderon has said his government will comply with rulings, but so far it has not made the transition or agreed to give civilian courts military cases of murder.

A Human Rights Watch report on Mexico released in November said only 15 soldiers had been convicted following 3,671 investigations by military prosecutors into alleged human rights violations by soldiers against civilians from 2007 to June 2011. No soldier or state official had been convicted in any of more than 200 cases that the New York-based rights group documented in the report.

This shows that the Mexican Army is struggling mightly to defeat drug traffickers and keep its own credibility. only time will tell how successful they are.

Something to watch but until we see convictions we really don't have any right to scream. If guilty they should be executed immediately!

Can Obama be defeated in 2012? No, he can't. The quality of the GOP candidate doesn't matter. 9% unemployment? No problem. Obama will win. Gas prices moving toward $5 a gallon? He still wins. The economy soars or goes into the gutter. Obama wins. War in the Middle East? He wins a second term. America's role as the leading Superpower disappears? Hurrah for Barry! The U.S. rushes toward bankruptcy, the dollar continues to sink on world markets and the price of daily goods and services soars due to inflation fueled by Obama's extraordinary deficit spending? Obama wins handily.

        .
The American people are NOTORIOUSLY IGNORANT of economics.

And economics is the key to why Obama should be defeated. Even when Obama's policies lead the nation to final ruin, the majority of the American people are going to believe the bait-and-switch tactics Obama and his supporters in the media will use to explain WHY IT ISN'T HIS FAULT. After all, things were much worse than understood when he took office.
Obama's reelection is really a very, very simple math problem. Consider the following:
        1) Blacks will vote for Obama blindly. Period. It's a race thing. He's "ONE OF US".
        2) College educated women will vote for Obama. They swoon at his oratory.
        3) Liberals will vote for Obama. He is their great hope.
        4) Democrats will vote for Obama.
        5) Hispanics will vote for Obama. (Not all but the unfortunate majority that counts i say 40% Hispanic Vote Republican, and 60% Democrat)He is the path to citizenship for those who are illegal.
        6) Union members will vote overwhelmingly for Obama.
        7) Big Business will support Obama. He has almost $1 Billion dollars in his reelection purse gained largely from his connections with Big Business.
        8) The media love him. After all, to not love him would be RACIST,
        9) Most other minorities and special interest groups will vote for him.
Oddly, the overwhelming majority of Jews and Muslims will support him because they won't vote Republican. American Indians will support him.
Obviously homosexuals tend to vote Democratic. And lastly,
        10) Approximately half of independents will vote for Obama.
And he doesn't need anywhere near that number because he has all of the groups previously mentioned. The President will win an overwhelming victory in 2012.

I will Still Vote Ron Paul :).....

(Read all this with an open mind before you post a reply) Most of you armchair commandos write your ideas on how to fix a very big problem, and some of you, not all are Racists and/or cowards, hide behind a keyboard and writing hate, and whether you like it or not, you are either a part of the problem or a part of the solution, if a part of the problem, please sit down, shut up and stay out of the way. If not, get out of your comfort zone and do something to help, in America, Mexico or where ever you are. Now before you ask the questions I am always asked, I will try to answer them the best I can.
      1. Then what I am doing about anything to help, I am an American citizen on social security and helping the churches in Mexico to for an example, feeding needy families, and other Churches do give alcohol and drug rehab, what I do may not much, but I do what ever I can. I am a 70 year old widower, but I still want to help make a difference.
I burned my car up traveling up and down Mexico taking pastors where they needed to go, but will not stop because of a little set back. I work a little slower, as I have to take buses to where they need and want me. Oh yes I know, you say only a fool would live in Mexico but I love the people here, they are truly genuine and am too old to worry about someone who might want to killing me down here.
      2. Am I for gun control because of the killing down here by the cartel? No I am not for gun-control; I am a Life Time NRA Member and know from experience that gun control does not work. Yes they have strict gun control laws in Mexico but that is their business, I am not here to meddle in their politics and do not want to either.
To the ones that do not understand my point here sorry, maybe if you read this enough times you will understand. The only thing that really matters, being a Christians or not, is if this stirs some of you into action and helping others, in the community you live in or anywhere, or if for some reason you can not do it yourself, find some place and donate something, just stay involved please. If some of you do this, I have accomplished what I wanted to do. - - - Hate from both sides does not help anyone, just lack of proper home training and education.
If you want to ask any other questions, ask away, but if you are some of the few that want to write hate towards me and other people still, do not bother, it is very childish and I will not answer, it means nothing to anyone anyway.

ALL ARE EXTREMELY GOOD POINTS! I am not ready to leave the comforts of my own home at this point but what is needed to help you in your quest to help others?
      • Kenneth 3 mths ago
Ask a church or community center how you can help, I am a volunteer and social security will not let me take anything, the pastors can down here and maybe a church there can contact them. My location is shown.

I'm a white Republican and I'll admit that it's US that are causing the destruction in Mexico..We are to blame and we should be punished severely..In fact, I'm going to take my wife Murrielle down to the local Home Depot and offer her to the Mexicans as a sacrafice for all the wrong we've done to them...All of my fellow whites should do the same.

Obama just signed a law that would allow our government to do this to America citizens. You can now be whisked away in the dark of the night never to be seen from again, denied your constitutional rights and imprisoned indefinitely without trial thanks to congress and Obozo. Please for the love of God get rid of these criminals in November.

how Mexico is trying to fight the corruption and cartels.

Racists will make inane comments. However, the facts clearly show a pattern of investigations of corruption.

They should be executed if convicted. but on the other hand, the reporters from Reforma newspaper must have some big 'cojones' to report this story after so many news reporters have been killed by the cartels in the past.
