    Michigan changing food stamp eligibility rules

    LANSING, Mich. (AP) — An undetermined number of Michigan's nearly 2 million food assistance recipients will lose the help under new eligibility requirements the state will begin using in October.

    Michigan has determined food assistance eligibility based only on income for roughly a decade. A new policy will include a review of certain financial assets starting Oct 1. The requirements will affect new applicants right away and existing recipients when their cases come up for review, which typically happens once every six months.

    Those with assets of more than $5,000 in bank accounts or some types of property would no longer be eligible for food assistance. Other assets that would count against the cap include vehicles with market values of more than $15,000 and second homes, depending on how much is owed on the properties.

    Some assets, such as primary residences and 401k accounts, would not be considered for determining food assistance eligibility.

    The Michigan League for Human Services says the policies will make it harder for those who are out of work or underemployed to qualify for the assistance. The organization says need is increasing as the state's unemployment rate rose to 11.2 percent in August, the third-highest rate in the nation and up from 10.2 percent in April.

    "This is a hard time in Michigan for many families who are transitioning from middle-class jobs to lower-paid jobs and part-time work," Karen Holcomb-Merrill, the organization's policy director, said in a statement. "We should be enacting policies that encourage savings. This may have the opposite effect."

    Most states have moved in recent years to get rid of asset tests for food assistance recipients, according to the Michigan League for Human Services report.

    More than 1.9 million Michigan residents — nearly 20 percent of the state's population — is covered by the food assistance program. The number of recipients has increased by more than 40 percent since late 2008.

    Gov. Rick Snyder's administration has moved to limit eligibility since taking over state government agencies in January. The state removed about 30,000 college students from its food assistance program earlier this year when it began enforcing federal guidelines.

    "We have to make sure that we're serving the correct population, those that are truly in need," said Brian Rooney, a deputy director with the Michigan Department of Human Services. "We believe that the asset test will still cover those that are truly in need. "

    Michigan already has asset tests for receiving welfare cash benefits or Medicaid.

    State officials say it's hard to tell how many residents could lose food stamp assistance under the plan because the asset levels of many recipients are currently unknown.

    Food assistance benefits came under some scrutiny earlier this year when it was revealed a Michigan man had continued to get food aid from the state despite winning a $2 million lottery jackpot.

      ABOUT TIME! I work every day and am tired of seeing people with food stamp drive 45k dollar cars and have designer clothes and name brand shoes (multiple pairs) and rings on every finger and their hair done EVERY week while I do good to clothe my family and feed them....I get NO assistance from the Government and MY tax dollars support that....THEY should ALSO be drug tested!!!!!!

      1% of Federal funds go towards welfare programs nationally. Where does the other 99% of federal funds go? How many of you wouldn't mind paying for mistakes/bad decisions your parents made? That is exactly what the loss of benefits is doing to the children in these families.

        This makes me sick.. Take the federal minimum wage.. and do yourself a budget with the average family of 4 people including rent, car insurance, electric, heat(Think michigan or cold states in the winter - not florida), clothing (the minimal), gasoline, add that all up these are the bare minimums.. no phone even.. now show me where you are going to fit food into the equation? or anything else for that matter.. furniture...? Simple living everyday products like laundry soap toilet paper shampoo condition etc.. Where are you going to get that money? it doesn't add up... THIS IS WHAT IS WRONG WITH THE SYSTEM.

      Many people need to go back and look at the true rules that are already out there to recieve both cash and food-stamp benefits. Many of these comments (not all) will do one thing. Make it so children, elderly, and disabled are hungry. The people / situations that you are talking about are those who will still find ways to get around the system. We don't need to stop giving to those in need. We need to start making sure that is who is really getting the help. It is not the kids who test positive for drugs. it will be their parents. So the kids won't eat. Your 85 year old father in a nursing home (where all his cash will go) will eat, but his wife will have to claim their home, and the car in the driveway and have no cash to buy any food. She will not be able to visit the nursing home because she will have no money for gas and it is to be sold. No one will be able to "sell" her home or car in this financial climate and so no-she will not get to eat. Think before you decide how to look at this because next week it may be you needing the help. But hey, you could always sell your 6 year old computer right.

      If you own a house and lose a job you will not recieve benefits? Am I understanding this correctly? I do believe that MI needs to tighten up on who gets benefits (drug testing would be an idea) but benefits like these are for when you fall upon hard times. Having a mortgage payment is usually less expensive than renting, why would we encourage rentals? Seems harsh and not well thought out.

      I agree with many of the statements posted here. However, tose who truly need help, such as the elderly, those who are on disability for a good cause (not just because they don't want to work or are too lazy to) should not be penalized for the actions of the few who abuse the situation. However thatis the way it normally works. The few spoil it for all. The system everywhere needs reformation, but why does it alys start on the backs of the most vulnerable populations???????

      Many food stamp and welfare recipients show dummy rent receipts in order to prove 'need'. Yet they live rent-free with their boyfriends, parents, or other relatives and friends. All States should examine this fraudulent loophole in order to make sure that benefits go to the truly needy.

        This isn't the norm... You are ignorant if you think all people who need help fall into this category.. the government looks at their bank accounts and contacts landlords personally. they don't just take paperwork for granted, the stuff is scrutinized.

      Raise hell about how the government gives assistance to the illegals. They are not even citizens of this country, but the united states government allows the mexican government to send their free loaders to our country. What about the assistance we give to other countries. Say something about that.

      WOW REALLY? come on poeple, its not about food stamps or no food stamps, its about how much money the goverment can cut to put into other resorces, such as building underground living for the elite and rich, in the event of a astroid or major event. LOOK INTO IT, its true and we all know it, our goverment is currupt in every way shape and form. who really is happy with their life and the money they have on hand.... NOT MANY!!! I say there is plenty of food to be had and the prices of food are no where near reasonable for a poor family to be able to afford... 3 bucks for bread. lets get real..... WE THE PEOPLE... ya right.......... not in my lifetime, hopfully in my kids lifetime but I daught it.....

      drug testing? ok. now how about 1 of the biggest reasons for absence @ work...ALCOHOL. as a director of a health facility that was the cause for many excuses for being absent from work. how many of u also drink? it's legal but yet responsible for sooo many lost work hours. hey we could make every1 on aid wear alcohol tethers along with every1 who has a job 2. sorry but yeah a few bad apples would spoil it 4 every1 including those of you who dont drink alcohol. we could just have every1 report for probation 2 see if they should be eligible 4 help or 4 a job. that would even create jobs. some1 would have 2 do all those drug tests & put on all those alcohol tethers. or....we could just do as the bible says & not judge each other but help any1 who needs it whenever & however we can even if it has 2 come from deep in our own pockets. the bible says if we can help & we dont then we have sinned. how do we know 1 of those people being looked down on & labeled a lazy bum isnt jesus testing us. the bible says "whatever u do 2 the least of these u have done un2 me"!! lets come off our perfect pedestals & just realize every1 is a day or a week or a month or a year away from changes in our circumstances. what if the banks collapse like they predict will happen dec. of 2012? u wont be able 2 buy groceries even if u have a stockpile of money @ home cuz the stores rely on banks. no work checks. then we will all truly be in the same boat.

      Here's an cenario for the owning of an additional home. Say while someone was working they bought 2 more houses to rent out. They get 600 a month from rent each. Now they lose thier job and exhaust their enemployment. They paid 30,000 for each house a few years ago, but the houses are only worth about 10,000 and they still owe 20,000 on each. They can't sell them because they owe more than anyone will give them for the houses. The taxes run about 300 a month for the pair. That leaves 900 a month income for the family IF they are not doing any upkeep on the houses. Should they have to go bankrupt before they can get any assistance? Wouldn't this add to the financial mess with more stress on the housing market? How do you handle this? This may be a hypothetical situation, but I'll bet there are some real situations similar to it.

        I am in a situation somewhat like that. My mom and I bought a house together then I got pregnant. Cant work because I am considered very high risk and also living in northern mi there is not a dr that will see me so I have to move to flint for a few months or drive the 400 miles round trip every other day which would cost more. Also my mom is staying in the house so we cant rent it out for that income.

      I hope all over the US they are drug testing. You know how many people that would eliminate? I know someone who is crazy about trying to claim EVERYONE - even people that do not live with him, and he takes way too many drugs... he's so lazy. He fakes his injury so he can be on Social Security. But if SS knew he dumpster dives and resells everything at a flea market, i bet he wouldn't get it anymore... and come on guys, what's with all the comments about race? It is true, poverty leads to crime, and the majority of people who live in Detroit are black. But come on... don't blame race, blame gangster lying thugs. I've seen black and white act the same. I know some VERY respectable black parents, very respectable white parents... the guy i was talking about up there's white... i'm white. Come on. Stop the race issues. -.-

      Some people abused the system and now everyone pays the price. Blame the lazy people who won't even try to find a job and role around in their escalades getting their hair and nails done....There should be changes, but I don't think that this was the right way to approach it. Why not stop letting EBT users order Schawns and stop CASH ASSISTANCE. that is what gets abused the most, and yet, nothing is done, unless it is monitored. Sometimes I think that people on both EBT and cash assistance have it better than my household. We don't get to buy cheetos and go get our hair done and buy expensive steaks or meals, but people who don't even earn this money get to have all those? My boyfriend works his BUTT OFF 6 days a week and we are barely scraping by (and make too much for food stamps). And i believe those who receive cash assistance should be randomly drug tested... Remember a planned drug test most people will pass, but a random one...

      Wow, most of you need to take that silver spoons out of your mouths. You know nothing about the people that use food stamps, but you assume they do drugs or cheat the system. Many people do work, but when you only get 20 hours a week or make $7.40 an hour it can be hard to feed your family. I know if someone needs help; my first question to them won't be do you do drugs!

      Recipients of Family Assistance in Michigan who win settlements or lotteries are required to report the money. If they fail to report the winnings or other money earned they are committing fraud. All proceeds by winnings, estate settlements, lawsuit monies or death insurance are first applied to any medical costs paid by the state and/or any cash assistance received. Recipients of Michigan food assistance programs are not required to pay the State of Michigan back for food.

      Michigan would get back on their feet economically if only they would place life insurance on all recipients of their assistance programs. That way upon the death of a recipient all their assistance would be paid back. Banks do this for those who owe them for home loans. The recipients will merely have to sign an agreement.

      This would solve many problems. Like limiting health care. If the State were guaranteed to get their money back, possibly more, then the State could not afford to let the people get weak and decrepit. Everyone eventually dies. What kind of guarantee could be better?

      i dont think a person should be drug tested if she or he is asking for help. if you think that a person is abusing the system then turn them in. i know a lot of people in michigan that need help. there are not any jobs here so the only help they are getting is food stamps. . we all have families to feed and that little help the state gives goes a long way. cmon people drug testing is for criminals not michigan families trying to survive . i bet half the people on here are getting help one way or another .

      I think 30 hrs a wk for job search is absulutly crazy!! People have only a number of qulifications, and i'm sure some with none at all! So you can only apply to so many jobs depending on the qulifications you have!! Therefore it would be impossible to spend 30hrs a wk months on end job searching! Be a little realistic here! I'm not going to lie there has been a time in my life where i've needed help and got asistence from the state and i felt i did the right thing by going to college at that time working along with taking advantage of the work study program at college to make alittle bit of money while raising 4 children on my own after a devorce from their father that paid no child suport! I know that there are some people that take advantage of the system just like the 1% of the rich that don't want to pay their far share of taxes! But we shouldn't punish the ones that really need it because of them!!! I thought mi. Had a great idea when they started to make the ones recieving assitence do volunteer work go to school or work for x amount of hrs or a combination of all to recieve help from the state! I also think it is a great idea for drug testing for anyone wanting help to get the drug addicting people off the system and get them off their butts to work instead of playing the system!!

      I dont get food stamp benefits however since I am a dealer mechanic I can say this change is #$%$ because ANY person working on cars as a form of income will EASILY surpass 15K of valuable assets and will be disqualified. Thats is so stupid considering we are required to have the tools required to do the job, nobody buy's our tools for us, and the tools we need constantly changes and therefore its a double wammy because we have a continuous cost associated with our job AND we lose food stamp benefits, so I believe this change will unfairly target mechanics or anyone who has a considerable investment required to perform their job. I personally have at least $30,000 invested in tools, so if I lost my job and became unemployed I would be denied benefits based on the value of my tools, so I would either have to sell my tools for food money or be denied benefits and if I choose to sell my tools then my ability to find another job would be severely impacted. A mechanic without tools is unemployable and a mechanic with less than $20,000 is looked down upon. So at the end of the day the ones this change is going to hurt most are the people with jo#$%$ that require tools & equipment.
