San Bernardino County has been awarded nearly $100 million to partially fund four significant flood control projects as part of the new federal water bill.

The Water Resources Development Act (WRDA), which was introduced in 2022 by Sen. Tom Carper (D-Delaware), reauthorizes funding for the Army Corps of Engineers to support major water infrastructure projects nationwide.

In addition to the funding, the legislation also directs the Army Corps to conduct extensive feasibility studies on three projects within San Bernardino County limits.

Details surrounding the projects – including the officials who helped secure funding – can be found below:

  • Congresswoman Norma Torres (D-Pomona): Congresswoman Torres obtained $24 million to help complete the Magnolia Storm Drain Project, which will install 6,500 feet of drainpipe along streets in Chino and Ontario

  • Congressman Jay Obernolte (R-Big Bear City): Congressman Obernolte supported a $35 million project that is set to replace existing pipes and repair a conveyance tunnel in the community of Cedar Glen, which lies on the shores of Lake Arrowhead.  Obernolte also backed an Army Corps of Engineers feasibility study for the Bandicoot Flood Control Basin that will help protect the city of Hesperia from flooding

  • Congressman Pete Aguilar (D-Redlands): Congressman Aguilar directed $20 million towards the completion of a comprehensive storm drain project in the community of Bloomington.  Aguilar was also the driving force behind two feasibility studies, one for the Rialto Channel and another for the Del Rosa Channel in San Bernardino

The bill – H.R. 8812 – passed in the House last Monday by a vote of 359-13 and now heads to the Senate, which has not passed a version of the legislation yet.

County officials hope a final WRDA bill will pass through Congress by the end of the year.
