Sewer district project expected to cause traffic delays in Elk Grove. Here’s where and when

Sacramento Area Sewer District’s Harvest Water project will install a transmission pipeline that will soon cause traffic delays on major roadways in Elk Grove.

The Harvest Water development is located roughly between Interstate 5 and Highway 99, south of the Elk Grove and north of Twin Cities Road and the Cosumnes River Preserve.

According to the Sacramento Area Sewer District website, the Harvest Water conveyance system will be constructed through six different projects. The project website said it’ll feature a new pumping station, a series of pipeline packages and service connection improvements to control delivery of water to the agricultural customers.

The Sacramento Area Sewer District will install a transmission pipeline along Franklin Boulevard from Sims Road to Whitelock Parkway. The pipeline will continue along Willard Parkway from Whitelock Parkway to Matina Drive to support the project.

Construction will affect traffic on the city’s west side. Drivers should use alternate routes or plan for delays along the following roads as a part of the Harvest Water pipeline project.

Traffic on Franklin Boulevard will be reduced to one lane in each direction starting in July.

Work on Franklin Boulevard between Bilby and Hood Franklin roads began this week. One lane of traffic will be open while traffic conductors direct vehicles.

Lambert Road between Bruceville Road and Franklin Boulevard will be closed beginning July 3.

The planned detour route for westbound drivers is Bruceville Road north to Point Pleasant Road and west to Franklin Boulevard. The eastbound detour is using Franklin Boulevard north to Point Pleasant Road east to Bruceville Road.

Twin Cities Road between Bruceville Road and Franklin Boulevard will remain closed through mid-July. Motorists traveling westbound should use the detour route to Bruceville Road north to Lambert Road, west to Franklin Boulevard. Eastbound travelers should use Franklin Boulevard north to Lambert Road east to Bruceville Road.

Trucks will be rerouted to alternate paths such as Bilby and Point Pleasant roads to avoid clearance issues at Lambert Road.

Local traffic between Lambert Road and Bruceville Road will have access east of the railroad, and Kestrel Lake Road remains closed. This is not a through road, so no detour is in place.

The planned detour route from Kestrel Lake Road is heading west on Lambert Road to River Road, north to Hood Franklin, or using River Road heading south to Twin Cities Road. Drivers coming from Point Pleasant Road should head north on Point Pleasant and east to Franklin Boulevard.

According to the Sacramento Area Sewer District, the timing of the road closures is subject to change.

Harvest Water promotes natural groundwater recovery, boosts sustainable agriculture and strengthens existing local habitats in south Sacramento County, the Sacramento Area Sewer District said on its website.

Once contractor selection began in late 2023, the next step was to begin construction this year, which is set to continue into 2026.
