A security guard hold his rifle as he walks next to an advertising billboard reading in Arabic, 'Updating your statement is your path for voting', in central Baghdad, Iraq, on Tuesday, Nov. 10, 2009. Iraq's election head proposes a national vote on Jan 21 after parliament passed a crucial election law Sunday night. Under President Barack Obama's plan, all U.S. combat troops will remain in Iraq for the elections to act as a security cushion, and will then withdraw by the end of August 2010. The remaining 50,000 trainers and support troops left in the country would leave by the end of 2011.
