This Dec. 15, 2009 photo shows bricks to be used for houses built with local materials in Jebaliya, northern Gaza Strip. Gaza has been frozen in place since Israel waged war on the territory a year ago to subdue Hamas. Entire neighborhoods still lie in rubble, and traumatized residents can't rebuild their lives. The main U.N. aid agency has ordered 120 such Arabesque-style homes with graceful arches as shelters for the displaced.
