Tourists use binoculars to look at North Korea's city of Kaepoong at a unification observation post near the border village of Panmunjom, the demilitarized zone (DMZ) that separates the two Koreas since the Korean War, in Paju, South Korea, Thursday, Nov. 12, 2009. North Korea threatened South Korea on Thursday after their first naval skirmish in seven years, as Seoul expressed confidence it can deter any retaliation from its communist neighbor.
