A Philippine Army civil operations unit places a loudspeaker on a civilian jeep to announce their call for residents to report any human rights abuses that have been committed by soldiers deployed in southern Maguindanao province, a day after martial law was lifted on Sunday Dec. 13, 2009. Philippine President Gloria Macapagal Arroyo lifted martial law late Saturday in Maguindanao province where 57 people were massacred in the country's worst political violence, but kept the area under a state of emergency.
