Russia's Prime Minister Vladimir Putin lays flowers at the nightclub in Perm in early hours of December 8, 2009. Putin lambasted local officials on Tuesday for failing to enforce fire safety rules at a nightclub where 118 revellers died in a blaze at the weekend.
