FILE - In this Tuesday, July 14, 2009 file photo, a man sleeps on a bench next to two women near the senior citizens' center in Palisades Park in Santa Monica, Calif., the same day the American Civil Liberties Union of Southern California announced a federal lawsuit against the city, for allegedly violating the constitutional rights of chronically homeless people. A lawsuit, filed last month in federal court by seven Boise, Idaho residents, echoes similar cases popping up around the nation, all targeting rules that advocates say amount to the criminalization of homelessness.
