    Obama Administration Approved Oil Sands Pipeline in 2009

    Before there was much talk of the Keystone XL pipeline, there was the Alberta Clipper -- a pipeline that received approval from the State Department and was praised for its positive economic benefits. Here are the details.

    * According to the State Department, Enbridge Energy's Alberta Clipper pipeline received a Record of Decision and National Interest Determination as well as a Presidential Permit on Aug. 20, 2009. The 326-mile, 36-inch pipeline, which was constructed in 2010, would span from Hardisty, Alberta, to Superior, Wis., and carry up to 450,000 barrels of crude oil a day from the Canadian oil sands to U.S. refineries.

    * The Department provided a media note with its approval, stating the pipeline will advance a number of strategic interests in the U.S., including a diversity of available supplies at a time of "considerable political tension in other major oil producing countries and regions." It stated the approval of the permit was a positive economic signal about the reliability and availability of U.S. energy imports and a provider of immediate term, shovel ready jobs.

    * According to Enbridge, the project was mechanically complete in 2010 and had an ultimate capacity of up to 800,000 barrels per day available.

    * TransCanada's Keystone project would provide a 36-inch crude oil pipeline that would span the 1,661-mile distance from Hardisty, Alberta, to the refineries in Nederland, Texas. The project, which initially came before the State Department in 2008, was delayed on Nov. 10 until 2013, and following pressure by Congress to approve it, was denied a presidential permit on Jan. 18. The department recommended the denial, stating there was insufficient time to determine if it was in the nation's best interest.

    * According to TransCanada, the Keystone project would put 13,000 Americans to work constructing the pipeline and the company estimated 7,000 manufacturing jobs and 118,000 spin-off jobs would be created through its construction and operation.

    * On Jan. 30, 44 senators, including John Hoeven, R-N.D., Richard Lugar, R-Ind., and David Vitter, R-La., announced a bill that would authorize TransCanada to construct and operate the Keystone XL pipeline. The senators argued the pipeline approval fell under congressional authority in the Commerce Clause of the Constitution. The bill would require the State Department to enter into a memorandum of understanding within 30 days with Nebraska to assist in rerouting the pipeline away from environmentally sensitive areas while allowing work on other parts of the pipeline to begin. According to the nonpartisan Congressional Research Service, Congress has the authority to approve the project.

      While the media is obsessed with Romney and Gingrich gaffs, Obama is blocking a project that will create tens of thousands of jobs, help balance our traded deficit, and decrease our dependence on oil from countries controlled by despots. At the same time Obama has declared war on the Catholic Church by issuing a totally unnecessary proclamation demanding that the Church abandoned its religious principals or else.

        Excellent advise Notingham2. FACT is that to many Americans make decisions on voting for political leaders off of talking points, emotions, and way to often just partisan lines. If everyone would do a little research when voting, things would be a bit different, although you have many who really don't care, as long as their party candidate wins.

        Jeff, take a wild guess as to how many miles of petroleum pipeline exists TODAY, in this country? Go to the DOT.gov website. It will tell you, as of 2007, we had 160,000 plus miles of pipelines carrying petroleum products. OBVIOUSLY, there is NO risk! It is just political, pure and simple!

      Americans rooting for this pipeline have not really asked themselves WHY Canada wants it. Existing pipelines do not pump at full capacity, but they terminate in the USA. Canada wants to pump the oil to Houston, where the oil is refined TAX FREE and can be exported.

      No mention of this pipeline passing near/over a aquifier; keystone poses a direction threat of polluting a aquifier. A bias article with a clear and obvious intent; big oil and the Koch bros will not stop till they pollute the whole US( like Texas). Koch bros have now pledge $100M to futher corrupt Boehner/Mitch/Cantor and to put their stooge in the White House so as to accomplish their goal.       The only reason Owebama put a hault to Keystone is that the day before he delayed it consideration back in Sept 2011, he had thousands of eco-nuts protesting at the WH saying if he approved the pipeline , they wouldn't vote for him., The next day he delayed it " until after the election". It isn't about oil. It isn't about the enviroment. It isn't jobs. It isn't about the American economy. Its all about vote with this guy.

      We have been building oil pipelines for over 100 years. Why would we expect this one to offer any substantially different challanges that any of the others?. I am old enough to remember all of the dire predictions for the future of the environment in general, and the caribou specifically in Alaska, and how that turned out.

      All this is, is the main stream media trying to offset the major damage done to Obama's re-election chances by STUPIDLY vetoing the Keystone pipeline. It wont work. He also claims he will be a better president in a second term, with his mistakes being because he was in training?       What this article does not say, is that the Keystone application was actually first submitted in 2006 and then again in 2008. George W. Bush, the president during both of those times did NOT approve the application. Another thing not stated is the reason why Keystone wants this pipeline. In testimony before the Canadian Government, Keystone stated that the plan of the pipeline is that by draining (US) Midwestern refineries of cheap Canadian crude into export-oriented refineries in the Gulf Coast, Keystone XL will increase the cost of oil. Spoken in Keystones own sworn words of testimony: “Existing markets for Canadian heavy crude, principally PADD II [U.S. Midwest], are currently oversupplied, resulting in price discounting for Canadian heavy crude oil. Access to the USGC [U.S. Gulf Coast] via the Keystone XL Pipeline is expected to strengthen Canadian crude oil pricing in [the Midwest] by removing this oversupply. This is expected to increase the price of heavy crude to the equivalent cost of imported crude. The resultant increase in the price of heavy crude is estimated to provide an increase in annual revenue to the Canadian producing industry in 2013 of US $2 billion to US $3.9 billion.” Also, this low grade, poor quality sand tar will be routed to exporting refineries in Texas which will be refined into diesel fuel to be exported to Latin America and Europe and Not for US use. I see people asking why approve the earlier pipeline and not this newer one? The Keystone XL pipeline crosses 220 bodies of water several of those being public drinking water supplies. Knowing that over the past 2 years the Canadian Government forced Keystone to remove miles of their pipeline after issues of material integrity in the steel used. The steel comes from a company in India and has been deemed deficient by the Canadian Government, the same steel that will be used for the US pipeline. In the last 2 years there have been 14 oil leaks from Keystone pipelines. The probability of a major environmental disaster are not very high, however even a small leak into public water supplies would be devastating for that regional area. When making comments people should actually know something about the topic. Free your mind from all the political spin from both parties and prevent asymmetrical information problems by conducting credible academic research into topics that interest you or that you comment on.
