    Obama announces total Iraq troop withdrawal

    WASHINGTON (AP) — President Barack Obama on Friday declared an end to the Iraq war, one of the longest and most divisive conflicts in U.S. history, announcing that all American troops would be withdrawn from the country by year's end.

    Obama's statement put an end to months of wrangling over whether the U.S. would maintain a force in Iraq beyond 2011. He never mentioned the tense and ultimately fruitless negotiations with Iraq over whether to keep several thousand U.S. forces there as a training force and a hedge against meddling from Iran or other outside forces.

    Instead, Obama spoke of a promise kept, a new day for a self-reliant Iraq and a focus on building up the economy at home.

    "I can report that, as promised, the rest of our troops in Iraq will come home by the end of the year," Obama said. "After nearly nine years, America's war in Iraq will be over."

    Obama spoke after a private video conference with Iraqi Prime Minister Nouri al-Maliki, and he offered assurances that the two leaders agreed on the decision.

    The U.S. military presence in Iraq stands at just under 40,000. All U.S. troops are to exit the country in accordance with a deal struck between the countries in 2008 when George W. Bush was president.

    Obama, an opponent of the war from the start, took office and accelerated the end of the conflict. In August 2010, he declared the U.S. combat mission over.

    "Over the next two months our troops in Iraq, tens of thousands of them, will pack up their gear and board convoys for the journey home," Obama said. "The last American soldier will cross the border out of Iraq with their heads held high, proud of their success and knowing that the American people stand united in our support for our troops."

    More than 4,400 American military members have been killed since the U.S. and its allies invaded Iraq in March 2003.

    The Associated Press first reported last week that the United States would not keep troops in Iraq past the year-end withdrawal deadline, except for some soldiers attached to the U.S. Embassy.

    Denis McDonough, the White House's deputy national security adviser, said that in addition to the standard Marine security detail, the U.S. will also have 4,000 to 5,000 contractors to provide security for U.S. diplomats, including at the U.S. embassy in Baghdad and U.S. consulates in Basra and Erbil.

    In recent months, Washington had been discussing with Iraqi leaders the possibility of several thousand American troops remaining to continue training Iraqi security forces.

    Throughout the discussions, Iraqi leaders refused to give U.S. troops immunity from prosecution in Iraqi courts, and the Americans refused to stay without that guarantee.

    Moreover, Iraq's leadership has been split on whether it wanted American forces to stay.

    When the 2008 agreement requiring all U.S. forces to leave Iraq was passed, many U.S. officials assumed it would inevitably be renegotiated so that Americans could stay longer.

    The U.S. said repeatedly this year it would entertain an offer from the Iraqis to have a small force stay behind, and the Iraqis said they would like American military help. But as the year wore on and the number of American troops that Washington was suggesting could stay behind dropped, it became increasingly clear that a U.S. troop presence was not a sure thing.

    The issue of legal protection for the Americans was the deal-breaker.

    But administration officials said they feel confident that the Iraqi security forces are well prepared to take the lead in their country. McDonough said assessment after assessment of the preparedness of Iraqi forces concluded that "these guys are ready; these guys are capable; these guys are proven; importantly, they're proven because they've been tested in a lot of the kinds of threats that they're going to see going forward.

    "So we feel very good about that."

    Pulling troops out by the end of this year allows both al-Maliki and Obama to claim victory.

    Obama kept a campaign promise to end the war, and al-Maliki will have ended the American presence and restored Iraqi sovereignty.

    The president used the war statement to once again turn attention back to the economy, the domestic concern that is expected to determine whether he wins re-election next year.

    "After a decade of war the nation that we need to build and the nation that we will build is our own, an America that sees its economic strength restored just as we've restored our leadership around the globe."

        That is right. You can thank every extreme liberal for making those guys fight that war with one arm tied behind their back. You cant " win " anything by doing that. The bone headed liberals that impeded the whole process finally got their way.

        I am all for the war ending now, because of the way it was being waged right here by our politics.

        The reason for the Middles east Dictators falling apart and being on the ropes now is because the Invasion of Iraq started it all ! It put a fear in them and the people are rising up. This would have never have happened if we did not go to Iraq.

        It would be business as usual if we never blew that place up. the troops that faught that war should be proud that they gave a voice to millions of people. .

        Election time, how convenient. Do you really think Obama cares about America? He has not done one thing that makes me think he does. This country needs change don't be fooled into another 4 years of his administration. The presidential office is not the only change we need. I hope that each voter will consider the actions of each candidate before casting their vote.

        Marie, I wish you were not so negative. If you mean Libya, we've lost no U.S. lives and it cost us little money to help the Libyan people AND TO RID THE WORLD OF that vile dictator who supported the killing of many Americans over the past years. Have you forgotten the bombing and flight 103. Maybe you are too young to remember how evil Gadafi really was. He never changed his evil and cruel ways, as his people will attest, and we failed to hold him ultimately accountable for terrorist actions against us until now under Pres Obama. Under Pres Bush, we even promoted him as the Libyan leader and a friend. He could never be our friend and we, the people, should never forget what he did to our people as well as to his own people.

        If, on the other hand, you mean the special ops troops we most recently sent into Africa to train and assist....I agree with that action too. As long as we only use drones or specials ops to take out anyone who threatens the security of our country and it's national interests BEFORE they gain so much power that we end up in another major ground war....LET'S DO IT!! It costs much less and it saves US lives. President Obama has proven to be a very effective Commander in Chief. Much better than any Republican ,of my own party, has been in a very long time. I'm retired military myself and I try to keep close tabs on how our Presidents handle military actions.

        The world is not all rosy and the people in it are not all good....we sometimes must take severe targeted military action, that we would rather not take, in order to preserve our own liberties and well being. Maybe that is selfish, but it is a fact.

        If I were you, I would be much more concerned about what the large corporate donors to the Republican Party are doing here in the USA to our rights, liberties, and economic well being instead of what we are doing in Africa....for now anyway. Both of our political parties have "bought" politicians in our state and national governments who are not listening to the voters any longer. We need to do more about that. I admit that our military actions might change in Africa in the future and I might not support those changes. It's good that you are paying attention too.

      I couldn't care less about the political motivation behind it. If you think that anything in this country is ever done by our government without political motivation being at least partially involved, then you're incredibly naive. I'm just glad to see this is finally happening.

      Well, I said quite a while back we need to start minding our own business. While I don't want us totally uninvolved in world affairs, we need to recognize that we can't force our ways on others. They don't want they. In retaliation though, they need to recognize the fact we respect their wishes and we cannot and will not finance their respective governments. Basicaly they need to learn to take care of themselves

      Good. I am sick of this country being the world's policeman. We are facing financial ruin here at home yet we somehow have trillions of dollars to support foreign occupations and military bases around the globe? While we are at it, we should end ALL foreign aid (including to Israel) and raise tariffs on imported goods. It is time to spend the US dollars HERE IN AMERICA.

      No matter what the reason it's definetly a good thing this war has come to an end ... the American people wanted it over long ago ... the iraqi people wanted it over long ago ... fortunatly neither side could agree on terms for troops to remain there and so once again we leave a war we never needed to be in . Now how about we do the same in Afghanistan, after 10 years there basicly is no government there, the Pakitanis are giving safe harbor to the Taliban and other extremist groups and there doesn't seem to be any great hope on the horizon . As to central Africa ... we need to get those troops back before they get there ...
