    Obama would hike taxes to pay for his jobs bill

    WASHINGTON (AP) — In a sharp challenge to the GOP, President Barack Obama proposed paying for his costly new jobs plan Monday with tax hikes that Republicans have already emphatically rejected. The reception to his new proposal was no more welcoming, setting the stage for a likely new fight with Congress.

    Flanked at the White House by workers he said the legislation would help, Obama declared, "This is the bill that Congress needs to pass. No games. No politics. No delays." He sent it to Capitol Hill saying, "The only thing that's stopping it is politics."

    The president's proposal drew criticism from House Speaker John Boehner, who'd previously responded in cautious but somewhat receptive tones to the $447 billion jobs plan made up of tax cuts and new spending that Obama first proposed in an address to Congress last Thursday.

    "It would be fair to say this tax increase on job creators is the kind of proposal both parties have opposed in the past. We remain eager to work together on ways to support job growth, but this proposal doesn't appear to have been offered in that bipartisan spirit," Boehner spokesman Brendan Buck said.

    The biggest piece of the payment plan would raise about $400 billion by eliminating certain deductions, including on charitable contributions, that can be claimed by wealthy taxpayers. Obama has proposed that in the past — to help pay for his health care overhaul, for example — and it's been shot down by Republican lawmakers along with some Democrats.

    Yet by daring Republicans anew to reject tax hikes on the rich Obama could gain a talking point as the 2012 presidential campaign moves forward, if not a legislative victory.

    At a Rose Garden event Monday, Obama brandished his jobs bill in the air and surrounded himself with police officers, firefighters, teachers, construction workers and others he said would be helped by it. Adopting a newly combative tone that's been welcomed by dispirited Democrats, Obama demanded immediate action on the legislation, which the White House sent to Capitol Hill Monday afternoon.

    "Instead of just talking about America's job creators, let's actually do something for America's job creators."

    Obama told of reading a quotation in a newspaper article from a Republican congressional aide who questioned why Republicans should work with Obama since the result might just be to help the president politically. "That was very explicit," Obama said.

    Buck, the Boehner spokesman, said the anonymous quote cited by the president didn't reflect the view of Republican leadership.

    And even as Obama was accusing Republicans of playing politics, he and his Democratic allies were marshaling an aggressive political response of their own.

    Obama was traveling to Boehner's home state of Ohio Tuesday to promote his jobs plan, and following that with a trip Wednesday to North Carolina, a traditionally Republican state he won in 2008.

    He was getting backup from the Democratic National Committee, which announced a television ad campaign starting Monday to promote Obama's jobs plans in key swing and early-voting states and to call on voters to pressure their lawmakers for support. The ads urge viewers to "Read it. Fight for it. ... Pass the President's Jobs Plan."

    The back-and-forth was taking on elements of a political campaign, with high stakes for both sides as Obama heads into his re-election fight with the economy stalled, unemployment stuck at 9.1 percent and polls showing deep public unhappiness with his leadership on the economy.

    In an appearance later Monday with his aides on five African-American news Web sites, Obama suggested that even a legislative loss for his plan could translate into a political win for him.

    "I need people to be out there promoting this and pushing this and making sure that everybody understands the details of what this would mean, so that one of two things happen: Either Congress gets it done, or if Congress doesn't get it done people know exactly what's holding it up," the president said.

    The jobs package would combine tax cuts for workers and employers by reducing the Social Security payroll tax, with spending elements including more money to hire teachers, rebuild schools and pay unemployment benefits. There are also tax credits to encourage businesses to hire veterans and the long-term unemployed.

    The payment method the White House announced Monday would consist of:

    —$405 billion from limiting the itemized deductions for charitable contributions and other deductions that can be taken by individuals making over $200,000 a year and families making over $250,000;

    —$41 billion from closing loopholes for oil and gas companies;

    —$18 billion from requiring fund managers to pay higher taxes on certain income;

    —$3 billion from changing the tax treatment of corporate jets.

    White House Budget Director Jacob Lew said that Obama will also include those tax proposals in a broader debt-cutting package he plans to submit next week to a congressional "supercommittee" charged with finding $1.2 trillion in savings later this year. He said that the supercommittee would have the option of accepting the payment mechanisms for the jobs bill proposed by Obama, or proposing new ones.

    Republicans have indicated they're receptive to supporting Obama's proposed payroll tax cut and finding a way to extend unemployment benefits, though many have rejected Obama's planned new spending. Obama's new proposal Monday to pay for it all by raising taxes without any proposals to cut spending is unlikely to win him any new GOP support for any element of his plan.

    "I sure hope that the president is not suggesting that we pay for his proposals with a massive tax increase at the end of 2012 on job creators that we're actually counting on to reduce unemployment," said House Majority Leader Eric Cantor, R-Va.

    The new DNC ads are airing in: Denver; Tampa and Orlando, Fla.; Des Moines, Iowa; Las Vegas; Manchester, N.H.; Raleigh and Charlotte, N.C.; Columbus and Cleveland, Ohio and Norfolk, Richmond and Roanoke, Va.; as well as Washington, D.C.

Okay, so Obama got a job for which he was unqualified and Americans suffered as Obama experimented with theoretical, academia-embraced, Keynesian economic experiments at taxpayer expense. The problem is that Obama remains unqualified and has refused to learn from his mistakes.         Democrats were in control of Congress during the last two years of Bush's presidency and they maintained that control until the 2010 elections (i.e. four years total: 2006-2010). So, don't you think Democrats should accept a significant portion of the blame for what happened during that time period?

        The tax cuts went through when the republicans had the majority. Unfunded Part D went through under republican majority. The Bush administration kept the cost of the wars separate from the budget, hiding the true cost and the actual amount of deficit spending. The failed trickle-down economic policy that has presided over the largest transfer of wealth in our history- the transfer from our rapidly shrinking middle class to a very small, very wealthy portion of our population, and the unregulated financial market that led us to this recession.. all brought to us by the republican party. So no, I don't think the democrats should accept a significant portion of the blame. It took years to get us in this fix, and it will take years to get us out. Thank God the escalation of job losses finally slowed under Obama's administration. And if the republicans in Congress would spend a little more time and thought on doing what's best for the country, instead of obsessing over bringing about Obama's Waterloo, we would be much further along on the path to recovery than we are today.

      The current financial problems, budget defficient and unemloyement can only be solved by cutting expenses, smaller government, cutting the defence budget and increasing the tax base. Obama has spoken well by disallowing tax corporations loopholes and cutting some tax deductions. My favourit is disallowing the property tax deduction. It will not hurt the housing market.
      The biggest problem for not hiring is the ever increasing heath insurance. If we adopt universal heathcare lot of expences of small business will be cut. Similarly the cutting of red tape ismportant and fortunately both parties agree on this issue.

      Mr Obama standing in the Rose Garden surrounded by gov employees and Union members says "these are the people who this bill will benefit" has just signed his own political resignation. It is obvious that gov't workers and Union Employees have suffered least under the current Global Economy contraction brought about by the US monetary and nannystate legislation in the first place. He has finally, in his bid to influence employment numbers that threaten to top 10% of the current workforce [not including those more than a year unemployed] resorted to sure fire "job creation" that is; hire directly via gov and gov obligated agencies. Even he knows that that will displace still more jobs in the private sector as taxes are raised to pay the wages of the newly hired gov't employees. But then again he needs the numbers to get elected. SAY NO TO THIS INSULTING EFFRONTERY..

      How can your jobs bill be paid for by our taxes when you are talking about reducing our taxes and the taxes of small private sector employers who have between 2 to 20 employees.

      Why have you surrounded yourself with people who know nothing about running or growing a business??? Don't you realize that you are not in Harvard anymore, reciting points of law from hypothetical and unrealistic text books???

      Why aren't you pushing to rebuild our American steel and manufacturing industry???

      Why are you sueing our own American states over BORDER and IMMIGRATION issues that are mostly the states immediate problem, because the Federal Government has failed miserably to do it's job, secure the borders and and control illegal immigration???

      Mr. Obama, $200k to 250k a year is not "RICH" income for a small company owner who has to sustain the monthly costs of rent, overhead, insurance and a monthly employee payroll of 80 to 120 thousand dollars in today's economy.
      Maybe you should go after the executives of large corporations, insurance companies, pharmacudical companies, your very rich and overpaid members of congress and executives of companies like Goldman Sachs, Morgan Chase, Citicorp, Bank of America, General Electric, General Motors, Walmart, etc. who pay themselves 100 to 300 million dollars a year.???

      How will Cutting payroll taxes, which are really SOCIAL SECURITY funding taxes, for one year help bail you out of this financial dilema??? Wouldn't that in fact reduce the amount of SOCIAL SECURITY funding being contributed back into the Social Security system.

      Why are you allowing congress to raid, missapropriate, deplete and miss-use our SOCIAL SECURITY funds to pay for other secrete and/or unpublicized programs wiyh out the permission or knowledge of the American people; isn't that a form of stealing???.
      Isn't it very clear to you, your administration and to the members of congress that he money (SOCIAL SECURITY) being paid out to our retirees is not from a form of a federal government charity, an entitlement, a gift or a subsity, but money that they have paid in all their working life and should be repaid to them, with interest ???

      Mr. Obama, if you really want to be re-elected in 2012, don't you think you should figure these business plans out in advance, with some smart business people, so that you sound like you know what you are talking about, because right now most everything you've said or done makes no sense and has not worked.

        Has anyone out there actually written a letter to Mr. Obama, at the "white house.gov" address or any current or new working address for the white house??
        I'll bet you'll feel like it was a waste of your time, because all you'll get back, if anything at all, is a standard form, generic, impersonal "dear John letter that says mostly nothing.
        For all the hype and propaganda about how Mr. Obama wants to hear from the people, he sure does not appear to be interested in listening, talking with or responding to their letters, maybe because he is too busy sueing our own states.

        Maybe "Yes we can" was just an empty campaign slogan after all.
        Maybe that isn't what Mr. Obama had in mind for us; things have gotten much harder for most of us, the working middle class members who still have a job; Mr. Obama is sure not making things better.

        Maybe those of us who voted for him in 2008 just woke up and are not going to make that mistake again in 2012.

      To hold out the 1992 tax policies as an example of an effective way to raise more revenue is ridiculous.It didn't work then and it WON'T work now.It's easy for liberals to advocate a higher tax rate on capital gains.Foolishly overlooking it's even easier to avoid paying that higher tax rate by simply holding onto assets that went up and sell those that went down.Doing just that you never realise gains until you have offsetting losses...too easy? Do they not realise that more people will be reporting their income as $199999.00 avoiding paying the higher tax rate by reinvesting profits in our businesses? In effect paying even less income tax than we do now? obama and his band of idiots once again assume we are as simple minded as his uneducated supporters,that we who have prospered are intelligent beings.We've rightfully EARNED our way and are not going to simply hand it over to his liberal government to be doled out to every misfit in society with their hand out.

      How is this a jobs bill? Hire more union teachers? Our public k-12 is a joke, because it is run by unions. Graduation rate is 70% nation wide. Among the 70% is a large % that shouldn't graduate, but they just get passed on. What else would you expect from a business run by unions, at best 50% on the dollar. This is a shame and a sham.
