Obama, lawmakers push plans to avoid debt default

WASHINGTON (AP) — President Barack Obama and U.S. lawmakers pushed separate plans to avert an unprecedented default on America's national debt, with no signs of an immediate breakthrough.

Obama called on lawmakers to approve a giant package that would not only prevent a default by raising the government's borrowing limit, but also slash trillions of dollars from the country's enormous deficit. He challenged lawmakers "to do something big."

Obama used his weekly radio and Internet address to make an appeal to the public in hopes of influencing a deal that talks have failed to produce so far,

"We have to ask everyone to play their part because we are all part of the same country," Obama said Saturday, pushing a combination of spending cuts and tax increases that has met stiff resistance from Republicans. "We are all in this together."

Obama said the wealthiest must "pay their fair share." He invoked budget deals negotiated by Republican President Ronald Reagan and Democratic House Speaker Tip O'Neill, and Democratic President Bill Clinton and Republican Speaker Newt Gingrich.

"You sent us to Washington to do the tough things, the right things," he said. "Not just for some of us, but for all of us."

As a critical Aug. 2 deadline approached, the chances that Obama would get $4 trillion or even $2 trillion in deficit reduction on terms he preferred were quickly fading as Congress moved to take control of the debate.

At a news conference Friday, Obama opened the door to a smaller package of deficit reductions without revenue increases.

A weekend deadline that the president gave congressional leaders to choose one of three deficit reduction options became a moot point after House and Senate leaders made it clear to the White House on Friday that they were moving ahead with their own plans.

Opposition Republicans, who control the House of Representatives, prepared to vote this coming week on allowing an increase in the government's borrowing limit through 2012 as long as Congress approved a balanced-budget constitutional amendment, which is highly unlikely.

In the Senate, the Republican and Democratic leaders worked on a bipartisan fallback plan that would allow Obama to raise the debt limit without a prior vote by lawmakers, discussions that now have expanded to include House officials and White House aides. The talks focused on how to address long-term deficit reduction in the proposal in hopes of satisfying House Republicans.

That plan was likely to include limits on spending across thousands of government programs, and possibly a down payment on cuts, as well.

In the Republicans' address Saturday, Sen. Orrin Hatch of Utah argued for passage of a balanced-budget amendment. He blamed Democrats for failing to embrace adequate budget cuts and said "the solution to a spending crisis is not tax increases."

An amendment that requires a balanced budget, he said, "would put us on a path to fiscal health and would prevent this White House or any future White House from forcing more debt on the American people."

The government said Friday it was using its last stopgap measure to avoid exceeding the current $14.3 trillion debt limit. Administration officials, economists and the financial markets have warned that missing the Aug. 2 deadline and precipitating a government default would send convulsions through an already weakened economy.

Obama had held five straight days of meeting with congressional leaders at the White House, but none of the three options he proposed — deficit cuts of $4 trillion, $2 trillion or $1.5 trillion over 10 years — were unlocking enough support to increase the debt ceiling by the $2.4 trillion Obama wants to make it last beyond the 2012 elections.

Essentially declaring those discussions over, Senate Republican leader Mitch McConnell said Friday: "''Now the debate will move from a room in the White House to the House and Senate floors."

In search of a deal, Obama has used a combination of private meetings with congressional leaders and high visibility press conferences, radio addresses and public statements in an effort to win the public to his side. His pitch is also aimed at independent voters, to whom he is presenting himself as a willing compromiser.

In a White House video distributed Saturday by Obama senior adviser David Plouffe to supporters, Obama is shown praising the virtue of compromise to a group of Democratic, Republican and independent students. He noted that President Abraham Lincoln's Emancipation Proclamation permitted slavery in border states loyal to the Union, in an attempt to hold the nation together.

"Here you've got a wartime president whose making a compromise around probably the greatest moral issue that the country ever faced because he understood that 'right now my job is to win the war and to maintain the union,'" Obama said.

"Can you imagine how the (liberal news outlet) Huffington Post would have reported on that? It would have been blistering. Think about it, 'Lincoln sells out slaves.'"

He told the students: "The nature of our democracy and the nature of our politics is to marry principle to a political process that means you don't get 100 percent of what you want."

Both parties want to resolve the debt crisis ahead of next year's congressional and presidential elections. Obama is seen as a candidate that is tough to beat, but voters' fears over the economy have been dragging down his numbers.

Bring our jobs back from overseas! Tax the companys that save money by taking our jobs. Encourage them to hire in the USA.
      • Brent 10 mths ago
Sailor Bob you make a very good point except for one thing. Our companies are over regulated. Customers won't pay the price it takes to buy items truly made in America because it costs too much to produce. You wouldn't pay lets say $200.00 for a microwave where all of the parts were made in the USA. and everyone got $20 per hour who had anything to do with that microwave and all of its parts. You would say "I'll just go to Wal Mart because they have the same microwave for $40". Why? Because that microwave was made in China by those making $1 a day. To Americans, price is king. It is our government that needs to be fixed and Americans need to be willing to pay 4 to 5 times more for any item truly made here in the USA.

Instead of cutting my social security, medicare, medicaid which I am totally dependent on. Cut out some of those tax breaks for the wealthy who will never miss a few thousand dollars anyway, aid to other countrys,[in other words let them fend for themselves a little bit] keep our money hereand take care our elderly or once. Maybe they won't stand around with there hands out.Now I am sure the wealthy won't miss the taxes they would have to pay as much as I would miss my social security check!
      • LYN 10 mths ago
You are right. In addition they can cut the perk all congressmen/women get when they retire from the congress. Lifetime "MEDICAL COVERAGE". Let them hit the streets and find decent/affordable "MEDICAL INSURANCE".

I hope the silver lining in this budget debate has a silver lining. Maybe more Americans will go to the poles the next time, The information that will help you the most is to research their voting record in their states and in congress. Just remember how much money and perks these people are getting and still not getting the job done. The one thing they get is lifetime medical coverage. If the idiots in D.C. want to cut something that should be the first. I woul like to see them hit the streets to get reasonable coverage like the rest of us.

America, you voted this Muslim President into office, you've believed and backed every lie he has told us and now America you're suprised that the economy is at it's all time low. I have been on this earh for 27 years by the Grace of God, and have always struggled for the daily basic's. I graduated and couldn't even get money to go to college, and my great grandmother is full-blooded Native Amercian. Our government has always done what's best for those working for the government, not the common everyday working man. The rich get richer the poor get poorer and to heck with everyone else, unless your a from another country then you don't pay taxes for ten years, you get free money to open a small business like tobacco outlets or liquor store's. Please just give me Armageddon!

Obama wants revenue increases, but refuses to use the words "tax increases" for those making 100k or more. Democratics are famous for comming up with words that mean something else so they can sell there disguised garbage.

I think China wants its money....

Why did obama veto a bill that would have imposed a temporary tax increase on the wealthy and then try to scroo the middle and poor class?
    • ObamaFan  •  10 mths ago
The solution is even more simple; don't spend what you don't have. And by the way, borrowing from the Chinese does not count as "having!!!" At first I typed "buy the way,"
      (Freudian slip).

A Government that gets too big gets too wreakless, look at Project Fast and Furious. 2012 will be the proving ground, does America want to survive and remain intact for future generations or will America continue to be lead by the nose to servitude and taxation WITHOUT END by the Democrats.DO NOT RAISE THE DEBT LIMIT, LIMIT THE GOVERNMENT WASTEFunny how the Democrats have their PANTIES ALL IN KNOTS OVER THIS.If a Republican feels uncomfortable over whats going on, he or she is most likely a RINO.The Tea Party is just sitting here with our arms crossed, which if you know body languagae it means " We are not open for discussion"..You will not see this Tea Party Member out protesting, maybe not even rallying like the Liberals love to do, gathering and smoking pot and #$%$NG.No, you will not see me, you will not hear from me because I never get called for any of these darn polls. Obama is not the problem. It is those who don't want to tax the rich at all - Republicans.

By the way, who oversees Congress? Corporations tell them what to do not the president. Congress makes decisions based on their corporate bosses.

People need to stop blaming Obama and put the blame where it belongs. You can be racist all you want, but your own kind is killing/selling off this country and they don't care about your skin color only the color of the dollar bill in their bank accounts.
