    Obama makes case for extending payroll tax cuts

    WASHINGTON (AP) — President Barack Obama pressured Republicans in Congress on Monday to extend a payroll tax cut, saying the economic recovery is "still fragile" and middle class families need the money.

    "My message to Congress is this: Keep your word to the American people and don't raise taxes on them right now. Now's not the time to slam on the brakes. Now's the time to step on the gas," Obama said at the White House. He said despite a decline in the unemployment rate to 8.6 percent in November, "our recovery is still fragile" and the nation's economy could be hurt by economic turbulence in Europe.

    The president has been seeking an extension and expansion to the payroll tax cut that will expire at the end of the year. The White House says taxes on the average family would increase by $1,000 if the cuts are not extended.

    To make its point, the White House went so far as to put up a countdown clock during spokesman Jay Carney's briefing to show when middle-class taxes would go up "if Congress doesn't act."

    Some Republicans in Congress support the extension but the parties have been split on how to pay for it. Obama noted that House Speaker John Boehner, R-Ohio, and Senate Republican Leader Mitch McConnell have expressed support for the extension, adding, "I hope the rest of their Republican colleagues come around."

    Brendan Buck, a Boehner spokesman, said there was widespread support for extending the payroll tax cuts but if "the president wants to make progress he should insist that Senate Democrats remove the job-killing small business tax hike from their partisan proposal."

    Senate Democrats have rolled out a compromise that would drop Obama's proposal to award the tax cut to employers, bringing the cost of the plan down.

    Obama also said for Congress to end its work this year without extending unemployment insurance would be a "terrible mistake" and leave "1.3 million Americans out in the cold."

    The White House has called for an extension of benefits that can cover up to 99 weeks for the long-term jobless. State unemployment insurance programs guarantees coverage for six months, but Congress approved additional benefits in 2008. Expiration of those payments would mean an average loss of nearly $300 in weekly income for more than 1 million households in January.

        I also thought the money to pay for the tax holiday was at the cost of the social security fund. However, I have noticed over the past several days that Obama has been saying that the general fund will be reimbursing the social security fund for the taxes not collected, so it is at the expense of the general fund. I'm not saying that I agree with the plan, but why have you and other people not noticed and continue to keep saying that it is at the cost of the social security fund?

        Paul, His plan is to defund Social Security to hasten its demise, AND raise taxes to pay for it. Makes Kool Aide drinkers think he is doing a good thing. He calls it a tax cut to make it sound good. As for income taxes, wait for it He is not there yet. Has to find some way to make it look good--

        John, you have it right. Last I checked SS was way in the red, maintaining a reduction in it's funding will only make things worse. How 'bout we kill Bummer Care and back off burdensome regulations to let business get back to work making jobs and creating more taxable income? Oh, and where is the future in paying people to be poor? I never have gotten that. If you want a roof and food, work. If you don't have a skill, flip burgers and learn one.

        Don't have an education, not married, no job, have a baby, you're on your own. Why do you think the American Taxpayer owes you a living? Go to your parent(s) and see what they can do for you. Isn't it time for this to end?

      I only have one question, as an independent voter, for President Obama and democractic/republican leadership in congress...If we raise taxes on the wealthy without cutting spending in a real and substatial way immediately, how will that fix the deficit and the full faith and credit issue the government is facing? If they can answer that with solid numbers, not rhetoric, I will support it.

      There's a difference between the Payroll tax and the Income Tax. The Payroll tax goes to fund direct payments to people. You put money in, and then when you retire you get checks. The INCOME tax goes to fund general activities of Government (military, diplomatic corps, national forest service, etc.). If Social Security is running low on money, then it is correct to either 1) Cut Benefits, or 2) Let rates go back to where they were. No one wants to cut benefits, so we should let Payroll rates go back to where they were before. As for Income Tax rates, if the Government is running low on money, then it should either 1) Cut spending, or 2) Let rates go back up. Now you see the difference, right? MANY MANY people are for cutting general Government spending. Also, MANY MANY people do not want to see Social Security benefits cut. That is why we should let the Payroll (Social Security) tax rates go back to where they were, but NOT let the Income tax rates go back to where they were (but cut Spending instead). Any attempt by Obama to demagogue and mix the 2 issues together is nothing more than trying to fool people with emotion and "spin" rather than looking at the facts.

      I'm all for getting more money into the economy. From that standpoint....good move. But where's the money coming from? The cuts are monies that would be going to the SS trust which is already stretched. Decisions like this are exactly why we have a 15 Trillion Debt.

      Compulsive lying disorder is a condition in which lying becomes a habit with the individual concerned. Such a person lies with unbelievable ease and seems to find comfort in it. Even if he is provided with hard facts, he would never acknowledge that he is lying. In fact, making him confess to his lies is next to impossible as lying feels right to him. A compulsive liar would feel awkward in telling the truth and would have no scruples of conscience about lying to one and all and about any situation however big or small.

      Guess it is true - barry really does hate America's senior citizens and is doing everything he can to bring about their demise!       SHEER STUPIDITY…Democrats and Obama who claim that they want to give me a 2% tax reduction on the payroll side, which will cause greater stress on the SS system, while then telling me that they'll pay for it by raising my income taxes? What's the difference? Instead of creating further confusion and burdening the system with their accounting tricks, why can't they just leave me alone and I'll take care of myself and my family without their meddling. Better yet, if they want to grant a payroll tax cut, then cut it altogether so that I can invest the full 6.2% as I choose. Unlike most foolish Americans, I save a portion of my earnings instead of buying cheap products from China.
