Obama: Morning-after pill decision 'common sense'

WASHINGTON (AP) โ€” President Barack Obama on Thursday defended his health secretary's decision to stop the Plan B morning-after pill from moving onto drugstore shelves next to the condoms.

"As the father of two daughters," he said, "I think it is important for us to make sure that we apply some common sense to various rules when it comes to over-the-counter medicine." The president spoke the morning after his administration stunned major doctors' groups and women's health advocates with the decision.

Plan B is a pill that can prevent pregnancy if taken soon enough after unprotected sex. Health and Human Services Secretary Kathleen Sebelius overruled scientists at the Food and Drug Administration who were preparing to let Plan B sell without a prescription to people of any age. Sebelius decided that young girls shouldn't be able to buy the pill on their own, saying she was worried about whether 11-year-olds would know how to use it properly.

Obama said Sebelius made that decision on her own. But he said he thought she was worried about young girls experiencing harmful side effects, saying "I think most parents would probably feel the same way.

For now, Plan B will stay behind pharmacy counters, available without a prescription only to those 17 and older who can prove their age.

Sebelius' decision is "medically inexplicable," said Dr. Robert Block of the American Academy of Pediatrics, one of a number of major medical groups that contends over-the-counter access to emergency contraception would lower the nation's high number of unplanned pregnancies.

Pediatricians say the morning-after pill is safe โ€” containing a high dose of the same female hormone that's in regular birth control pills โ€” especially compared to some existing over-the-counter medicines.

"I don't think 11-year-olds go into Rite Aid and buy anything," much less a single pill that costs about $50, added fellow AAP member Dr. Cora Breuner, a professor of pediatric and adolescent medicine at the University of Washington.

Instead, putting the morning-after pill next to the condoms and spermicides would increase access for those of more sexually active ages "who have made a serious error in having unprotected sex and should be able to respond to that kind of lack of judgment in a way that is timely as opposed to having to suffer permanent consequences," she said.

The move has election-year implications and angered many Democrats. Sen. Patty Murray of Washington, a member of the Senate leadership, already was asking Sebelius to explain her decision. But it also could serve to illustrate to independents, whose support will be critical in next fall's presidential election, that Obama is not the liberal ideologue Republicans claim.

Nor will this end the emergency contraception saga. In 2009, a federal judge said the FDA had let politics, not science, drive its initial behind-the-counter age restrictions and said it should reconsider. At a hearing scheduled in federal court in New York next Tuesday, the Center for Reproductive Rights will argue the FDA should be held in contempt.

    Sebelius' decision pleased conservative critics.

"Take the politics out of it and it's a decision that reflect the concerns that many parents in America have," said Wendy Wright, an evangelical activist who helped lead the opposition to Plan B.

"This is the right decision based on a lack of scientific evidence that it's safe to allow minors access to this drug, much less over-the-counter," said Sen. Chuck Grassley, R-Iowa.

FDA Commissioner Dr. Margaret Hamburg made clear that the decision is highly unusual. She said her agency's drug-safety experts had carefully considered the question of young girls and she had agreed that Plan B's age limit should be lifted.

"There is adequate and reasonable, well-supported and science-based evidence that Plan B One-Step is safe and effective and should be approved for nonprescription use for all females of child-bearing potential," Hamburg wrote.

But Sebelius said maker Teva Pharmaceuticals hadn't proved that the very youngest girls who might try Plan B would understand how to use it properly.

A Teva-funded study tracked 11- to 17-year-olds who came to clinics seeking emergency contraception. Nearly 90 percent of them used Plan B safely and correctly without professional guidance, said Teva Vice President Amy Niemann. But Teva wouldn't say how many of the youngest girls were part of the study.

The company was determining its next steps.

Taking Plan B within 72 hours of rape, condom failure or just forgetting regular contraception can cut the chances of pregnancy by up to 89 percent. But it works best within the first 24 hours. There are two other emergency contraception pills: a two-pill generic version named Next Choice that also is sold behind the counter, and a prescription-only pill named ella.

If a woman already is pregnant, the morning-after pill has no effect. It prevents ovulation or fertilization of an egg. According to the medical definition, pregnancy doesn't begin until a fertilized egg implants itself into the wall of the uterus. Still, some critics say Plan B is the equivalent of an abortion pill because it may also be able to prevent a fertilized egg from attaching to the uterus.

The gov. need's to get out of telling people what is good for them.It should be a woman's choice if she want's to have a kid not the gov. or some group that stick's their nose where it should not be in the first place.Having abortion's is a very good way in not having a kid from incest or rape.Make the morning after pill legal to sell over the counter.Take all these anti aboration nut's and lock them awy for good.

Everybody is pro-life, how about someone be about pro-quaility of Life. Once these unwanted children are born, we abandon them. We force a woman to have a child, then we provide little to no aid to the raising of that child.

They are forced in to proverty, with little support from those who claim life begins at conception. Then they want to reduce food stamp funding, house vouchers and healthcare. Do they just need an underclass? WAKE UP AMERICA! PLEASE!

I have did research on a night before pill, it is called aspirin, it will prevent pregnancy. All the female needs to do is take a single aspirin and place it between her knees and keep it there all night, this works 100% not the normal 99.9%

Obama really got this one wrong. There are young women out there and if they have to tell their parents that they're pregnant, they WILL get a beating. I suggest that some of them will get raped by a family member, just because they are already pregnant and there are sick people in these kinds of families (as there are in all families.) I am a guy and my parents were religious maniacs so I understand the importance of emergency contraception being made available to anybody with the money to pay for it regardless of age, maybe it should even be free. (Do some research, emergency contraception is not an abortion, although there's nothing wrong with abortions either.) Young people are going to have sex, don't fight it, some are going to get pregnant, and if they have the baby they will be horrible parents. A 14-year-old who gets pregnant should not be forced to give birth. The 14-year-old's life will be drastically altered, probably for the negative, and that little baby has no chance of a decent life. We don't all grow up in educated families, where you can actually talk to your family about what's going on in your life and your problems.

you make a great point , young people are often the most sane ones . they deserve rights and choices . child needs privacy . it is ok not to tell parents everything.....a child a person with rights . well said good point you have made

I think whatever the "age of consent" is in your state should be the age that girls should be allowed to walk into CVS and buy whatever contraception they need - regular birth control pills, the morning after pill, condoms, etc. - WITHOUT A PRESCRIPTION AND WITHOUT SCORN FROM THE PHARMACIST!
      • Rosie the Riveter 5 mths ago
Yes, yes, yes to this a million times! Finally, someone who actually GETS it. Pharmacists shouldn't get a say in if their religious beliefs prohibit them from selling the item, they should pass it on to the pharmacy tech or call a manager in to ring it up if it's a moral issue for them instead of not selling it at all. No prescription should be needed and even an ID shouldn't be needed. I understand if they kept it behind the counter due to theft issues but they should actually let people buy it!

Regular birth control pills should be available over the counter too - men are making these decisions to keep women down.
      • Sarafina 5 mths ago
Not every woman can take them, blood clots etc, you need a doctor to go over your history first.

Ohh the Irony of stocking the pills next to the Contraceptives.

What makes people think they can find the pill if they couldn't find the condoms anyways?
    • No Whammies  •  5 mths ago
Yes, the Morning After pill can prevent pregnancy, but it doesn't prevent AIDS or other STDs. That's what condoms are for. And the M.A. pill, IMO, will encourage people to not use condoms, as they think pregnancy is the only consequence.

An abortion is the answer if they can't get the pill on time.
    • Nilbog  •  5 mths ago
I don't think it's wrong to keep the pill behind the counter, but the age restriction needs to be lifted. Pharmacists are qualified to offer guidance on how to take the pill properly and can certainly offer guidance to 11 year old girls who might be sexually active.

Thank you politicians for helping increase teen pregnancy. Just bury your head in the sand about what teens are doing.
      • Rosie the Riveter 5 mths ago
Yeah, how about they keep teaching abstinence only education in some of those schools. That's REALLY been working hasn't it?

I think most all of these comments are stupid and irresponsible we should all be worried about our 11 year old children having sex and taking the pill, anybody can lay down and open their legs for sex, but can they handle what may come after it, emotionally and the possibility of becoming pregnant or contracting a disease, young girls are very impressionable and easily lead a man or a teenage boy can talk them into just about anything, including not useing protection and putting his wants and needs first. by not having that pill there as a rescue plan for a bad decision just might push these girls to use a condom or ask their mom to start them on birth control pills, and the more hoped for result of saying NO could come into play. Obama may not be a doctor fact but he does have sense enough to know that an 11 year old is not mature enough to be having sex and or taking this pill, of course doctors can say it's safe they say alot of medicines are safe but aren't, experts whose really an expert you can buy them a dime a dozen and get them to say whatever your money will pay them to say. behind the counter is a great decision, that forces that child to take responsibility for her actions go to her parent and to the doctor to get a prescription for the pill. their children after all and having sex doesn't make them adults or allow them to make adult decision's. You'd think the adults would be thinking about that first, it seems protecting our children is the last thing on some of your minds what kind of parent are you.

Yeah so this way, girls 17 and under who are afraid to go to their parents will still end up fodder for 16 and pregnant. Or better yet the parents who think that it may be a "lesson" or that the morning after is an abortion pill, can used their idiocy as an excuse not to get it for their kids. You just trapped 17 and under girls, now when they know that what they just did could lead to pregnancy, they have no option but to wait. How much do you want to bet they end up past the 3 day mark to tell their parents? Obama, you just lost my respect.. your a consummate politician.. Welcome to the dark side, here are your cookies..
    • No  •  5 mths ago
I agree with this. A girl under 17 that is having sex, especially unprotected sex, needs an adult to step in and help. The issues here are much more than pregnancy.
