Obama sends draft bill on Syria strikes to Congress

WASHINGTON (Reuters) - President Barack Obama sent draft legislation to Congress on Saturday formally asking for approval to use military force in Syria to "deter, disrupt, prevent and degrade" the potential for further chemical attacks.
