Obama signs order to cut travel, cellphones, swag

WASHINGTON (AP) — With the stroke of his pen, President Barack Obama has sacked souvenirs federal agencies buy with taxpayer money to promote their work.

The ban he signed Wednesday is part of a broader executive order to cut some $4 billion of dollars in waste and make government more efficient. Some office equipment will simply be scarcer, and fewer cell phones and laptops will be issued.

Obama has been using his executive powers on modest proposals — Wednesday's order targets trinkets like coffee cups, T-shirts and pens — to promote job creation, help homeowners or, in this case, redirect spending.

With such orders, signed in Oval Office ceremonies, Obama is trying to demonstrate that he is engaged in measures large and small and to distinguish himself from what he argues is a pretty unproductive Congress. Lawmakers are in the middle of a more gargantuan task — cutting deficits by at least $1.5 trillion over the next 10 years.

"It doesn't replace the importance of work the Congress needs to do in coming up with a balanced, bold plan to reduce our deficit," Obama said as he prepared to sign his administrative order. "But it indicates once again that there are things that we can do right now that will actually deliver better government, more efficiently, more consumer friendly for less money."

The saved money won't directly reduce deficits, however. In a statement in advance of the signing, Obama said, "We're cutting what we don't need so that we can invest in what we do need."

An administration official said the savings of about $4 billion would allow the administration to focus resources on veterans, members of the military and on infrastructure.

The order directs government agencies not only to reduce the authorizations for technology equipment, but also requires cutting the size of the executive vehicle fleet.

It also encourages agencies to use technology to save money, including teleconferences and online seminars to reduce travel and online publishing to cut down on publication costs.

Overall, the president aims to cut spending in the areas mentioned in the order by 20 percent.

"We believe we can get better results for less using technology," Obama said.

Vice President Joe Biden and White House budget director Jacob Lew attended the signing in the Oval Office.

Obama was also accompanied by four finalists in a cost-saving contest among federal government employees. One finalist suggested the creation of a tool "lending library," another proposed ending the purchase of U.S. code books that are already available online.

Among examples cited by the White House of cost-cutting already under way are the Internal Revenue Service's plan to cut 27 percent of its travel costs by relying more on teleconferences and webinars and the Homeland Security Department's decision to conduct annual audits to reduce the number of unused cellphones and air cards.

At the Commerce Department, the White House said, the agency has reduced the number of fleet drivers to one for all top departmental officials, including for new Secretary John Bryson.

Why does he not sign an executive order to cut or curtail all the lavish perks and pay raises that our distinguished elected representatives bestow upon themselves?
      • Johovan 6 mths ago
He does not have the power to do that...... it falls squarely on Congress.

All he has to do is roll back spending to 2007 levels and we will save trillions annually. Washington does not want to cut spending or the size of government because they do not want to loose any of their power. Power means money to them and the larger the government is the more power they have. The more power they have the more money that they can collect from special interest groups. The more money they have the more they can spend on reelection almost guaranteeing their reelection. Being reelected gives them seniority and more power. It is an endless circle and scam and it just shows that they do not care about the average American citizen because they cannot line their pockets like they can with the special interest groups.

As an architect, I called the DoJustice earlier this year to purchase a copy of the new ADA requirements which go into effect next year. I have had the little ADAAG handbook since 1991 and it is about the size and thickness of a steno notebook. Needing the new one, I requested the copy. The lady said it was free of charge which took me by surprise. Of note, you can not get the new manual at Amazon or any other bookseller online or in person, you have to get it from the DoJ. Anyway, about a week or so later, I get this large packet in the mail. Inside was three large books. Typical government bureaucracy, they took a little guidebook and turned it into War and Peace. But the kicker was, I looked up at the corner of the envelope, and the US government spent $19.80 to mail it to me. Why????? Why did the publishing office not charge me for the cost of the book and the cost of postage? Think about it. If there are 1/2 million architects, engineers, etc. out there who need to get this book, and assume it costs $20 to publish (I have no clue how much a book actually costs to make) plus handling (got to pay someone to process the order and physically stuff the things into an envelope), PLUS $19.80 to mail it to me, that one publication is now costing the American taxpayer $19 MILLION to distribute. Publishing costs may be even higher, but at a minimum, it is almost $10 MILLION just to ship the book to whomever requests it.

      That is insane.

      • jim 6 mths ago
And it was most likely printed in a foreign country to promote foriegn trade so add in the cost to transport it back to the U.S, for mailing!!!!!!!!!!!

This is not unusual or new. Don't you remember the old ads that actually used to advertise free government publications...Pueblo, CO.

Begging your pardon Maria.... but no group of men and women have done more to protect and preserve this great nation. Many have made the ultimate sacrifice throughout our history. You have a right to express your opinion....that's one of the many rights you and I have that the USMC and the other fine military branches have suffered great loss in order for us to continuously enjoy. Thank you MichaelID for bringing that to our attention. It's a shame Yahoo didn't provide an article for this occasion in which you could have posted your comment, nonetheless, comments such as yours should be welcomed ... no matter what the topic is.

Taxpayer money buying souvenirs, t-shirts, and coffee cups; what a farce! Now lets make them all enroll in the government health care plan.

Start cutting in Congressional Benefits/Salaries, Senateioral benefits, there is a LOT OF FAT to be trimmed in WASHINGTON, D.C. alone that would greatly benefit the Budget!!

Maybe he should cut the extra crap he spends taxpayer money on that is unnecessary like having 10 to 20 white house chiefs, and people to walk his dog, and paying over 50,000 on a Christmas tree for the white house when real hard working taxpaying citizens like us can hardly afford pay for the food our families eat and the roof over our heads.
    • JackWagon  •  6 mths ago
Did he sign this before or after he went on his three state taxpayer paid fundraiser trip on Air Force One last month? If he would just cut his travel in half that would probably save a half a billion. BARRY, Keep Air Force One in the hangar.

This is rich, he wants everyone to cut travel expenses?? Mmm, how many vacations did President Obama and his family take in the last couple of years?? And how much does that cost the taxpayers....every time they fire up AF One...Plus all the protection and all the phones and hotels rooms for all his entourage.....and now we are paying for a personal trainer??? Come on...isn't it time to practice what you preach. And Mrs. Obama....how many staff does she really need....she talks about support for the troops during this time of need. Where is that support....there are troops coming home and being released from the military with no jobs???? Let us see some example and action...instead of taking things away so that they can live high off the hog. It is like the first family has a bottomless expense account and the rest of us get to pay the bills.

:He needs to cut out all his wasteful road running, and flying all over the world trying to look busy when he has done nothing to get jobs at home..... he is the do-nothing est prez that has been in the last 100 years.... impeach him......... get rid of him

      The illusion of cutting spending.
    • ATVs  •  6 mths ago
Cutting the deficit would be simple if money raised for political campaigns was redirected to paying off the debt. More money is wasted with political positioning than with any other activity on capital hill, how many taxpayer dollars are used in a way that promotes a politician anyway? far too many.

Does the travel restriction apply to his kids using air force one @ a cost of about $15000.00/min. for vacation travel all over the word.@ tax payers expanse
