    Official: Israel presents Mideast peace outline

    JERUSALEM (AP) — An Israeli official says that disagreements have already popped up in newly launched negotiations with the Palestinians, but his government is ready for "substantive" discussions on all issues.

    Last week, Israeli and Palestinian negotiators met in Jordan for their first talks in 15 months, aiming at reviving formal peace talks.

    The Palestinians presented proposals for borders between Israel and a future Palestine. The Israeli official says the proposal repeated positions that Israel has long rejected.

    He said Israel is working on a response. In the meantime, Israel submitted its own document addressing all items "necessary to achieve a historic framework agreement." He gave no details.

    He spoke on condition of anonymity Tuesday because the talks are secret.

    The Palestinians declined comment.

    JERUSALEM (AP) — Israel stepped up settlement building in the West Bank in the first nine months of last year, an Israeli watchdog group said Tuesday, underlining the issue that has deadlocked peace talks with the Palestinians.

    The anti-settlement group Peace Now said Israel began construction of about 1,850 homes in West Bank settlements in the first nine months of 2011, about 20 percent more than all of the previous year.

    The 2010 figures were depressed by a 10-month freeze on new construction that Israel imposed in hopes of encouraging negotiations. Talks barely got off the ground. Once the freeze expired in September 2010, Israel resumed construction, and the Palestinians stopped the talks.

    The issue of settlement construction persists as the heart of the current impasse in peace efforts.

    The Palestinians say they will not resume negotiations as long as Israel continues to build in its settlements in the West Bank as well as in east Jerusalem, areas captured by Israel in the 1967 Mideast war and claimed by the Palestinians for their future state.

    Israel insists on negotiations without conditions, noting that the Palestinians have not demanded a settlement construction freeze as a condition for talks in the past.

    The Palestinians say continued construction in these areas, now home to roughly 500,000 Israeli settlers, is a sign of bad faith. Israel annexed east Jerusalem after the 1967 Mideast war and does not consider housing there to be settlements. The international community does not recognize the annexation.

    The Israeli government keeps its own statistics on construction. During the same nine-month period, Israel's Central Bureau of Statistics reported less than half the construction starts that Peace Now reported.

    Peace Now spokeswoman Hagit Ofran said the government's figures are lower because of different methodologies. She said the government depends on numbers reported by local settlement authorities, while Peace Now conducts on-the-ground and aerial monitoring that also looks at illegal settlement construction in locations the Israeli government has not approved.

    Israeli government spokesman Mark Regev rejected the criticism, saying that Israel continues to "exercise great restraint" in its settlement construction.

    He said Prime Minister Benjamin Netanyahu has come under heavy criticism by settler leaders for not building enough in the West Bank.

    "We have shown more restraint on the issue of settlement than any previous Israeli government," Regev said.

    Last week, Israeli and Palestinian negotiators began low-level talks in neighboring Jordan in hopes of finding a formula to restart formal negotiations.

    In Amman, Jordan, Palestinian President Mahmoud Abbas said Tuesday that these preliminary talks provide an "important opportunity" for restarting the peace process.

    Abbas said hopes for success are "weak." Even so, "we must take this chance," Abbas told reporters after meeting Jordan's King Abdullah II.

    Abdullah, who is hosting the talks, is scheduled to meet President Barack Obama at the White House on Jan. 14. Abdullah said that meeting would focus on restarting serious Mideast negotiations.

Palestine Liberation Organization executive committee member Zahir Muhsein.: "The Palestinian people does not exist. The creation of a Palestinian state is only a means for continuing our struggle against the state of Israel for our Arab unity. In reality today there is no difference between Jordanians, Palestinians, Syrians and Lebanese. Only for political and tactical reasons do we speak today about the existence of a Palestinian people, since Arab national interests demand that we posit the existence of a distinct 'Palestinian people' to oppose Zionism."

      Jessica - Interesting "opinion", my question is, what history books are you referring to where Israel is listed as stealing Palestinian Lands? Also, prior to UN General Assembly Resolution 181 where both Israel and Palestine where set up as 2 separate states but the Palestinian Arabs refused the state due to a overall decision by the Arab League's refusal to follow the UN decision for a 2 state solution. So if the Palestinian Arabs reefused the deal how exactly did Israel steal their land? Also, prior to the Arab/Israeli War of 1967 both Egypt & Syria Occupied Jerusalem but after Gamal Abdel Nasser Hussein sent 100,000 troops to assault and take all of Israel with the full backing of the PLO and Palestinian people but were repelled by Israel's IDF it was the Palestinians that sacrificed their lands due to their involvement in attacking Israel where they lost their lands, not Israel steakling those lands from them. What I find amusing is that people like you see Israel as a occupier of Palestinian Lands yet prior to the 1967 Arab-Israeli War those lands were occupied by Arab countries yet people like you do not recognize that fact.

      I think it's time you actually learn the real history of that issue within that region before you spout off your diarrhea of lies and unsubstanciated misconceptions attempting to villianize Israel. Get you facts straight because in doing so you won't look so ignorant!!!!

        Mr.Pj,my answer to you ,is from the bible first ,the bible said that God promised Abraham all the land and its inhabitants ,and the story goes on to says that Abraham died ,and he didn't have 1foot of land to be berried in.It is either God had lied and cheated Abraham, or this segment of the bible is an add on as the rest of the bible ,christian historians says in disassociating them selves from the chains of the old apocrypha theory.       notice the jihadi "native" of the Arabian Peninsula will never talk about the true apartheid of Islam. The Organization of the Islamic Conferences (OIC) is a group that formally represents all 57 Muslim majority and plurality nations. The two main conferences in the title are the conferences of leaders and foreign ministers, so the apologists can't really call it a fringe organization.

      The first thing to note is that everyone understands what the reaction would be if all Christian majority and plurality nations created the OCC. Immediately, Muslims would scream "Crusaders!" Why are we not to cry "Jihadis!"?

      The group is the largest consistent voting block in the UN. It has much power and pushes "unaligned" nations to follow them. It ensures nations such as Libya are on the human rights panel, a complete joke.

      Most importantly, they don't hide their key goal. The UN created the Universal Declaration of Human Rights. The OIC openly and unanimously rejects the UDHR. Why? Because it says human rights are innate to all people. That's wrong in the eyes of Islam.

      The OIC put forward and supports the Cairo Declaration of Human Rights in Islam. It states that the sole source of rights is Sharia Law and the only rights people have are the ones Muslims deign to grant us.

      When the 57 Muslims nations support the CDHRI, it's clear that the vast majority of Muslims support a different view of humanity and rights than we do here. When the American Muslims claim to be moderate, in the Western sense of the word, but refuse to discuss the OIC, furthermore openly oppose it, they just show that they are the forefront of jihad and not people interested in democracy.

      Rather, UNR181 said there would be two nations on the 22% of Mandate Palestine that wasn't already judenrein Israel. Both nations were to be democracies giving equal rights to both people. Jews agreed and Israel has such rights. You Arabs disagreed because Sharia says Muslims and non Muslims can't ever be equal, and you ethnically cleansed Jews from the lands you captured, in violation of the UN Charter and the GC, in 1948.

      Here are the facts you Jew haters avoid:
      1) Jews lived there through history
      2) Jews were there in 1948
      3) Jews were legally there according to the British Mandate
      4) Jews were legally allowed to be there according to UNR181
      5) Arabs rejected UNR181, therefore the Mandate's population laws remained the last legal document accepted by all sides
      6) Violating the UN Charter, the Arabs invaded across their own borders and took land in a war of aggression
      7) The Arabs violated international law by ethnically cleansing all Jews
      8) When the Arabs lost another war, and they were pushed back to their borders, Jews returned.

      As whatever Abbas says there is still the issue of Hamas.
      Maybe when people start to consistently hold Hamas responsible for its actions and that is not just its actions towards Israelis but the atrocities it commits on its own people, will Israel start believing and trusting a peace process.Not easy for Israel when face by such blind hatred.

      Native - Up until 1960 the people in that territory were known as Palestinian Arabs and Palestinian Jews. it was the PLO that assigned that name solely to their cause which was 100% political. It was the PLO that excluded Jews from being included in that reference as it would take away from their claims of sovereign title. So your statement is not only false but also historically inaccurate. Ask yourself, if Israel is a apartheid state as you have said time and time again, why is it that Arabs make up more than 20% of the population in Israel with Arab Representation within the Knesset and those Arabs are known as Israeli citizens but if we look to the West Bank Jews are known as occupiers, their homes "illegal settlements" and there are no Jews represented within either the Fatah or Hamas governments of the proposed state of Palestine. So who really runs an apartheid state within those factors? It is now time for the Palestinians to recognize the Jews as legal residents, due representation within that government and it's neighbor Israel as a state within the Middle East.
