    Officials slam US report on Puerto Rico police

    SAN JUAN, Puerto Rico (AP) — Puerto Rico's Justice Department has denounced a scathing U.S. federal report on the island's police force even though the governor and other officials accepted the findings and pledged improvements.

    The territory's attorneys attacked the federal findings in a court motion this week involving a police brutality suit brought by two university students.

    The motion, which was filed with Justice Secretary Guillermo Somoza's name at the bottom, calls the 116-page federal report is unreliable, flawed and biased, and it says the methodology used to reach its conclusion was "rather obscure."

    Somoza told The Associated Press he was not initially aware of the motion and said he will file a new motion early Monday to remove what he says is inflammatory language.

    "I am accepting that the adjectives and characterizations do not reflect the department's sentiments. ... I am not satisfied by what she wrote," he said, referring to the lawyer who submitted the motion in his name.

    Somoza is one of the officials who said earlier that the Caribbean territory is acting to solve problems outlined in last month's report by the U.S. Justice Department's civil rights division. It alleged that the 17,000-officer police force has unnecessarily injured hundreds of people and killed numerous others and that it has routinely conducted illegal searches and seizures.

    Gov. Luis Fortuno said at the time that his administration has "recognized the same problems and we have a very similar vision." He pledged to work with federal authorities on reforms.

    Federal prosecutors said the U.S. Justice Department would pursue a lawsuit if Puerto Rico does not adhere to the report's 133 recommendations.

    Somoza said the government has already started working on at least 100 of those recommendations.

    The U.S. Attorney's Office also did not respond to requests for comment.

    In the new motion, Puerto Rican officials accuse federal prosecutors of manipulating information and portraying victims' complaints against police as facts even when they are unconfirmed.

    "This is highly questionable of a report that intends to portray itself as holding the truth about the Puerto Rico Police Department," the motion states.

    William Ramirez, executive director of the American Civil Liberties Union in Puerto Rico, said he was concerned the criticism in the motion raises questions about whether the territory is committed to the reforms it has publicly embraced.

    "The Puerto Rico government needs to get its story straight," he said. "Are they telling the truth that they're going to cooperate? ... Or are they going to fight the Department of Justice at every corner? That seems to be what's happening."

    The 15-page motion filed Thursday challenges an attempt by the students' attorney to use it to bolster their suit, which stems from a protest at the island's Capitol last year.

    Their attorney, Judith Berkan, told The Associated Press that she mentioned the federal report in her court filings to demonstrate that her clients' complaints are plausible.

    She said she is not seeking to present the report's findings as evidence in court, as alleged by government attorneys.

    Somoza said the new motion he plans to submit will still argue that the federal report cannot be submitted as evidence.

      To everybody out there blaming Obama, Bush or any other singular government official as the cause for America's prosperity getting flushed down the toilet. You're missing the big picture. The situation is simple: The near entirety of the US government is corrupt and run by political Bribe-takers bought and paid for by people who have amassed the most wealth overall in this country (Top 1% of the US Population). These politicians, now solely representing their funders and not the voters turn around and pass legislation that gives the Super Rich here every advantage possible, including free money (Quantitative Easing/Bailouts), lower taxes and zero accountability for their actions. In order to prevent revolts from the increased burden to the unrepresented in this country, the Super Rich have set up a bogus political party to siphon off and redirect the anger of the masses (The Republicans) and an ineffectual party (The Democrats) to cave to “republican pressure” while pretending to care about the masses. In addition, they have co-opted and bought out nearly all of the mainstream media in order to filter out any info that would lay the blame on the true culprit, instead leaving the majority of America divided and focusing their energies on decoy scapegoats and partisan nonsense. The super rich and those they pay for care not one bit about jobs or the welfare of the country they grew from. They merely care about having as many digits as possible for their bank statement balance. And if that means the middle/working class will eventually need to vanish, then so be it. The entire system is broken.

      Read the papers in PR and now you're having people decapitated and maimed, wrapped in shower curtains. That type of criminal activity is linked to cartels and narcoterrorism. PR has had one of the highest levels of assassination for an island 100X35 miles long. There is SOMETHING wrong, and it's coming from illegals and local corruption.

        Puerto Rico has been a US occupied territory since 1898 when the Yankees set their boots on the island in 1898. US citizenship was unilaterally imposed on Puerto Ricans in 1917 when the US needed cannon fodder during WWI. It is hypocritical for the US to go around the world pretending to defend the rights of people to revolution and freedom while maintaining a colonial police state in Puerto Rico. Shame on you!!!       Look man,You Guys are citizens of the United States, right?.......and as such you gotta have your schitt a little straighter.....a little tighter.......so.......what part don't you get? IF there IS a reason to examine and tighten up the cop shop ya all got then by all means....maybe the guy(s) that run things should come to the states and watch how other cop shops operate....then go back home and institute the necessary adjustments to make your police force the best in the Caribbean....which would be saying a lot .....I don't mind your wanting of statehood....maybe you can model yourselves after another island-state....You don't usually hear bad things about Hawaii EVER....have a nice day,mon....

      Now you can all see the government we have in Puerto Rico... one day, they say one thing, and the next day, they even deny saying it. They had always praised the decisions of the US Courts and its officers when they did not pertain to them. Now that they have been found to be at fault, they are lying to everyone here and abroad. I think it is about time that the US government takes over the island, and investigates the current government. I must also add something... I do not blame the Puerto Rico police officers. I am sure that they were just following orders when they publicly committed the abuse, and the orders came from the governor and the people close to him.

      I do a little research before I travel. I enjoyed Isabella more than San Juan, beach. There are problems there, yup! Last year the cops in my town shot a man in the back of the head 7 times because he was too drunk to drive, acquitted. I still like PR and my home in Everett.
