    Paid-leave benefits lagging for working moms in US

    WASHINGTON (AP) — After decades of worker gains in paid-leave benefits, employers are becoming more selective about granting maternity leave in an economic downturn.

    A Census Bureau analysis released Thursday shows that the share of women given time off for pregnancy, birth and child care has leveled off, with about half of working first-time mothers passing up paychecks to care for their newborns.

    Lower-educated mothers are nearly four times more likely than college graduates to be denied paid maternity benefits. That's the widest gap over the past 50 years.

    Women with no more than a high-school diploma saw drop-offs in paid-leave benefits from the early 2000s to the period covering 2006 to 2008, which includes the first year of the recession.

    "Access to paid leave is limited, and it's also sharply regressive," said Lynda Laughlin, a family demographer at the Census Bureau who put together the report. "For working families where the norm now is for both mom and dad to work, not having some kind of paycheck coming in while they take time to take care of a child can be a real financial burden."

    The analysis highlights the patchwork of work-family arrangements in the U.S., which lacks a federal policy on paid parental leave, unlike most other countries. There's a longer-term trend of widening U.S. income inequality caused by slowing wage growth at the middle- and lower-income levels.

    Women with higher birth rates in the U.S. are on average younger, less educated and typically Hispanic, and they are more likely to toil in lower-wage positions.

    If first-time mothers don't receive paid-leave benefits, they often return to their jobs quickly after giving birth, or sacrifice a steady paycheck by taking unpaid leave or quitting to spend more time with their newborns.

    "This isn't good news for women at the bottom, and the irony is that the people with the most children are now the least likely to have the supports they need," said Kathleen Gerson, a professor of sociology at New York University and author of "The Unfinished Revolution: Coming of Age in a New Era of Gender, Work, and Family."

    She noted that companies typically offer paid maternity leave after weighing the costs of finding and training a new employee against a short leave of absence. "The question is whether we can politically, as well as privately, create a wider blanket of support for these families."

    About 50.8 percent of first-time mothers said they used some kind of paid leave, which includes maternity, sick and vacation time, from 2006 to 2008, the most recent years for which figures are available, according to the census report. That is unchanged from 2001 to 2005, but compares with 37.3 percent in the 1981-1985 period, when federal laws barring pregnancy discrimination in employment were starting to take fuller effect.

    About 66 percent of women with a bachelor's degree or higher were able to use paid leave, compared with 61 percent earlier in the past decade. In contrast, 18 percent of women who had less than a high school education received the paid-leave benefits during 2006-2008, down from 26 percent.

    The nearly 4-1 gap between college graduates and high-school dropouts is the widest it's been over the half-century that the Census Bureau has tracked such data. The disparity was essentially the same in 1991-1995.

    High school graduates were less likely than earlier in the decade to use paid leave, 32 percent compared with 39 percent. Among women who had some college schooling but lacked a bachelor's degree, about 47 percent said they received paid time off for pregnancy, birth and child care, unchanged from the early 2000s.

    By age and race, the shares of women using paid leave increased as they got older, from 24 percent of first-time mothers under age 22 to 61 percent of those 25 and older. That reflects in part more schooling and work experience that enabled older women to find jobs with better salary and benefits. Hispanics as a whole were generally less likely than other groups to receive paid leave, at 46.6 percent.

    In the recession, most jobs lost were in middle-wage occupations such as machinists, managers and teachers, while jobs added in the slow recovery have been mostly lower-wage positions, according to the National Employment Law Project. The reduction in middle-wage jobs has contributed to an increasing gap between higher-skilled employees who receive better benefits and lesser-educated workers who do not.

    The federal Family and Medical Leave Act, passed in 1993, enables workers with new children or seriously ill family members to take up to 12 weeks of unpaid leave. But it excludes companies with fewer than 50 employees.

    Past efforts in Congress to enact a paid family leave law have been unsuccessful, lumping the U.S. with Swaziland, Papua New Guinea and a few others that do not require paid benefits on a national level. Some U.S. states, including New Jersey and California, offer paid-leave programs.

    Other census findings:

    —Women are more likely than before to work while pregnant. About 66 percent of first-time mothers between 2006 and 2008 worked during their pregnancy, compared with 44 percent in the early 1960s.

    —First-time mothers are working later into their pregnancies than before. About 88 percent worked into the last trimester, while 65 percent worked into the last month of pregnancy.

    —Eight out of 10 mothers who worked during their pregnancies returned to work for the same employer within a year of the birth. About 7 out of 10 of these women returned to a job at the same pay, skill level and hours worked per week.

The Nationalized Healthcare system provides preventative healthcare and the ability to go seek medical attention early on at the beginnings of illness keep people from descending into a worse condition needing more expensive and more intense treatment. The US is ranked 38th in healthcare, out of the the 30 most developed nations the US is the ONLY nation without national healthcare.

      Let us not forget that the family paid leave act was put in place when disability insurance was reduced to 60%.it was meant to spread the cost between the insurance and the company. So denial of either is a disgrace and more reason to protest against the stronghold that companies have been given and the that insurance companies have been given at the expense of the middle class. This only affects the 99%

      in 2008 the US ranked 28th in infant mortality rates, in 2011 the US dropped to 40th. With Insurance companies dictating how long a new mother is allowed to recover and what treatments she is allowed to have based on how much it costs rather than what is needed. Think about how much Health Insurance Companies control and dictate what your Doctor can and can not do regardless of what is in the best interest of the patient. Being ranked 28th in infant mortality in a most developed and relatively wealthy nation, but to fall to 40th in 3 years is a serious sign.

      Here's a novel concept. I offer you a job. If you like the terms, you accept the job offer. If you don't, then you look for a better job offer.

      I own a business. Everyday I deal with attitudes similar to the people commenting here. The business is expected to operate at a loss while dishing out raises all day.

      Business is a daily battle and let me explain something, the government has created a situation where employing anyone is a necessary evil. Employing anyone is not fun and guess what? It's not their fault. The government created a system where people know they can quit for nearly anything and still get unemployment benefits. I had an employee move about 60 miles away from the job. She implied she was quitting so we looked to replace her. I assumed she was quitting because she kept reminding us of the date of her move. On that day, indeed, she didn't sow up for work. She didn't show up that entire week. The following Monday she walks in like nothing ever happened. We allow her to work but asked her what happened. She said she was busy. The following day she didn't show up. so we called her and we advised her that she was being replaced. She basically quit without quitting. She's going to go into the EDD and claim that she was fired even though she quit and guess what? She will get her unemployment, guaranteed. You know why? They will determine that she indeed quit, but that it was justified due to the move. So because she doesn't understand the bureaucracy like I do, she played all these idiotic games and screwed with my business, all so she could get her government benefits.

      Our worker's compensation system is what is called a no-fault system. In other words, you can be addicted to pain-killers and falsely claim you were injured at work so you can get some medicine to feed your addiction and there is nothing your employer can do. Meanwhile my rates go up and I pay a big deductible. Yes, that happened to me recently. Another employee strained his shoulder. Instead of going to the clinic, he didn't follow directions and he went to the ER. Instead of $500, the medical care was $1,500. I have a $1,000 deductible. He later explained that he didn't need to go, but it was a precaution. Would he have gone to the doctor if his shoulder strain had occurred at home? I think not. I had another employee step off a stool. He didn't fall. He just stepped off it and felt a burning sensation. He got an MRI, physical therapy, 3 doctor's appointments, and an X-Ray before the doctor finally told him to eff off. The doctor later advised us that there was scar-tissue built up in the employee's knee from a previous injury.

      Yesterday, an employee called because he was wondering if he would get paid for 2 hours spent in a grocery store parking lot working on his car. He had ran to the store to pick something up for a customer. Another employee demanded that she receive a new paint job when her car was egged at a job site. There was nothing we could have done as a company to secure that job site as it was at a customer's house yet we are expected to pay for damages.

      In short, I love making money. I can pay my bills. I can take care of my family. I can offer better prices to my customers. And yes, I can pay my employees more. I am a good person and I bust my butt to fulfill my responsibilities to my family, my customers and my employees. The government is pretty much a massive hindrance to those efforts and when I look around, it's fairly easy to see that the government hinders pretty much anyone trying to get ahead on the world.

      If you don't want to get ahead, then the government is great!

        You may be an exception. There are a great many employers out there who simply couldn't fare about any of their employees, be they good, bad or indifferent. the government had to make laws to protect employees from unfair employer practices. If every employer was reasonable, we wouldn't need all this government intervention, and everyone would be a great deal happier.

If it is up to corporations they will keep unemployment high as low wages are the result. This is what happens now that corporations are managed for the benefit of top management and stock holders. Forty years ago they were managed for the benefit of everyone. That was when our capitalist system worked and everyone did well.

        Here's a novel concept - use better communication with your employees. The lady who 'implied' she was quitting - ASK HER POINT-BLANK. The guy with the car? Tell him NO you are not responsible for his car. The woman with the car at the job site? If this isn't covered by your insurance, then this should be spelled out during hiring and in any job agreements.

You also realize their projected economic growth is around 1% for as far as the eye can see right? You also realize that they had to import millions of foreigners to build their tax base to pay for all their social welfare right? You also realize they can't even afford a military of any real strength right? You also realize millions of your estimated uninsured are illegals right? You also realize up to 15 million people in your estimate do not want insurance right because they are typically young and would rather risk injury than pay for health insurance right?

Your numbers on unsinsured are way over stated. I really don't think they want a large military, guns versus butter they choose butter.They have clean cities, excellent transportation, a higher percent of the population is middle class vis a vis the US.100 % of the population is covered by health insurance with high tech medicine and affordable presciptions that the government negotiates with the pharmecutical companies regarding price.

      Things should go back to the way it used to be. 50 years ago Mom could stay home with the kids because Dad made enough money to support them all comfortably.       because there are laws dictating the length of maternity leave. My group had 2 young ladies give birth this year. 1 took the abs max leave threatening legal action if she didn't get her legally dictated length of leave, the other was back 6 weeks after birth. We had another round of layoffs a few weeks ago, the one that took 1 month is still with my company, the other isn't.

      Sounds like the biggest group of ignorant chauvinist pigs decided to speak on something they know nothing about. You do realize that a lot of these women are married and working to support thier family. Have it your way and you'll punish the baby via attacking the mother just because her husband got her pregnant! It's not "paying somebody to have a baby" (So d**n ignorant) If a company cares about his employee and her well being, as well as the well being of the child, they will help pay 6 weeks maternity leave.

      Let me ask you dummies a question: If she's supposed to come back to work the next day after having a baby, which is what you stupid people want her to do, what is she supposed to to with the baby that can't go to daycare until he's six weeks old? Remember he's 1 day old at this point. Also her uterus hasn't shrunk back, she's still got stitches, she's still bleeding heavily from her vagina, if it was a C-Section she can't even walk and her uterus and stomach have stitches! And you inconsiderate idiots want her to ditch her baby and crawl to work to satisfy your bottom line. Obviously you are mean employers who do not care about her health at all if you want her to work under these conditions. Or better yet! NOT PAY HER while she's unable to work anywhere because of complications with birth, sticthes, medication or otherwise! It takes 6 weeks for the body to get back into reasonable shape after giving birth. You'd rather punish the baby by not paying the mother! Unbelievable! Then brand her as a welfare person! YOU CAN"T WORK WHILE ON WELFARE PEOPLE! It's a $10,000 fine and 1 year in prison! Study up stupids! The only way to make sure your employee does not get preganant is to administer her birth control pills every morning at your hands. Get her husband's permission first! Then your bottom line will not be effected by a woman who gave birth while employed by you. You guys are dumb!
