Palestinian push for statehood jeopardizes US aid

WASHINGTON (AP) โ€” The Palestinian Authority and President Mahmoud Abbas have repeatedly been warned: Pursue statehood recognition at the United Nations and risk losing millions of dollars in U.S. aid.

For months, congressional Republicans and Democrats have threatened to cut off some $500 million in economic and security assistance to the Palestinians if they defy the United States and Israel by seeking statehood. The Americans and Israelis prefer negotiations between the sides leading to a two-state solution. Congress' forceful message has been delivered in letters to Abbas, through overwhelming bipartisan votes on resolutions and in fierce rhetoric.

"Current and future aid will be jeopardized if you abandon direct negotiations and continue your efforts," Reps. Kay Granger, R-Texas, chairwoman of the House Appropriations foreign operations subcommittee, and Nita Lowey of New York, the panel's top Democrat, wrote to Abbas this summer, echoing a plea they made to the Palestinian leader in an April letter.

Now, faced with Abbas' pronouncement that he will ask the U.N. Security Council on Friday to back his statehood bid, angry lawmakers may exercise power the one way Congress can โ€” by withholding Palestinian aid.

"The United States will reconsider its assistance program for the Palestinian Authority and other aspects of U.S.-Palestinian relations if they choose to pursue such a unilateral effort," 58 House Democrats said in a letter to European leaders imploring them to vote against Palestinian statehood and stand with the United States.

"A unilateral declaration of independence is simply rejectionism by another name . it takes away any motivation from the Palestinians to negotiate and deal with good faith with Israel," Rep. Steve Chabot, R-Ohio, a member of the House Foreign Affairs Committee, said Friday in a conference call with reporters sponsored by the Hudson Institute and Touro College.

Chabot also pressed for a GOP-led effort to slash or withhold U.S. dues to the United Nations.

Former President Bill Clinton said cutting off aid would be a mistake, eliminating an option available to the Obama administration. The Obama administration and Europe made a last ditch effort Sunday to delay or avoid a showdown over the Palestinian bid.

"I think that everybody knows the U.S. Congress is the most pro-Israel parliamentary body in the world. They don't have to demonstrate that," Clinton said Sunday on ABC's "This Week."

Republicans and Democrats traditionally have stood shoulder-to-shoulder with longtime ally Israel, reflected in the rousing reception Prime Minister Benjamin Netanyahu received in May when he addressed Congress. Now, the politically charged environment is even more pro-Israel after President Barack Obama's Mideast policy played an oversized role in the Republican's surprise win in a special election in New York City last Tuesday.

Retired broadcasting executive Bob Turner defeated Democratic state Assemblyman David Weprin in a district that has three times as many registered Democrats as Republicans and is nearly 40 percent Jewish. Republicans focused on the Obama administration's policy that some Jews find insufficiently supportive of Israel and the president's urging of Israel to halt housing settlements in the West Bank.

Phil Singer, a political consultant and former aide to Hillary Rodham Clinton's 2008 presidential campaign, said there's often a "race between the two parties on who can be more pro-Israel."

In the aftermath of that House election, the perception is the Jewish voting bloc, which typically backs Democrats, is up for grabs, said Republican political consultant and former congressional aide John Feehery.

"This is only going to embolden Republicans to be more pro-Israel," he said.

In a speech Sunday to the Jewish National Fund, House Speaker John Boehner said U.S. support for Israel has been American policy since Democrat Harry Truman was president in the late 1940s.

"We're here to see that Israel continues to thrive and to make clear it is America's duty to stay by her side," the Ohio Republican told an audience in Cincinnati. "Not just as a broker or observer โ€” but as a strong partner and reliable ally."

The Senate Appropriations Committee was working on finding a time this week to finalize a foreign aid spending bill and although the panel would act before any U.N. vote on Palestinian statehood, a pre-emptive effort is possible from any of the committee members.

In the House, Republicans and Democrats have made it clear they will be watching the U.N. vote closely โ€” and taking names.

The United States has vowed to veto any resolution in the Security Council granting statehood status to the Palestinians. Unclear, however, is what the Palestinians will seek in the broader, 193-member General Assembly, such as a lesser "nonmember state" observer status.

The timing of any congressional response and how severely lawmakers seek to punish through the power of the purse is uncertain. Any action may have to wait until October, after Congress' weeklong recess for the Jewish holidays.

Aaron David Miller, a former top State Department Mideast negotiator in Republican and Democratic administrations, said a congressional response is contingent on what the Palestinians pursue. In his comments Friday, Abbas did not rule out other, unspecified options, leaving him room to maneuver.

"Threats by members of Congress are a far cry from legislation," said Miller, now with the Woodrow Wilson Center, a foreign-policy think tank.

Who exactly are the Jews? Are there really any pure ones? These people have inter-married from day one. Abraham and Isaac didn't want their sons to intermarry but some of Jacob's sons did just that. So if it is the mother's line which determines Jewry then nearly from the start the line became impure. Then these people were conquered by the Egyptians, the Philistines, the Transjordanians, the Midianites, the Assyrians, the Syrians, the Babylonians, the Greeks, the Romans, the Muslims, the Ottoman Turks, etc. The "Jews" who went into the Diaspora intermarried with the Gentiles in Europe, Russia, Spain, Iran, Iraq, Syria, Lebanon and even China (which housed a Jewish population). Those who came to America saw nearly 1/2 of their children intermarry. Over 50% of boomers in America who claim to be Jewish have intermarried.

Give it a break. What is a Jew let alone an "Israeli" Jew? The greatest myth foistered upon the world. Hell when they went off to Assyria that was the last you ever heard of 10 of the tribes.

We shouldn't be giving them or anyone else aid, for that matter, when our own financial affairs are such a mess.

America, instead of stirring the Middle East war pot with huge shipments of money and high-tech weaponry to Israel, and and other armaments to the corrupt sheikdoms, should hold its nose, pocket its pocketbook and steer clear of the killing fields.

But America wonโ€™t, because America has come down with an ideological virus that has weakened it to the point where it serves every interest but its own.

The U.S. Congress recesses for a week for Jewish holidays? They deserve no more holidays that the rest of us average citizens.

So, Barack Obama is threatening to redistribute the extremely small amount of money going to besieged Palestine and buy more drones to kill people. You know, this guy deserves another Nobel Peace Prize.

      • Chris 8 mths ago
The Nobel Peace Prize is a sick joke now. No sane person can take it seriously. Who will get it next, President Bush and Tony Blair?

America should immediately end ALL its foreign "aid" (read: bribes.) America should hold its nose, pocket its pocketbook and steer clear of the killing fields. But America wonโ€™t. America has an ideological virus that has weakened it to the point where it serves every interest but its own.

The aid is intervention with Israel? If it wasn't for religious bias such intervention may be useful.

I thought that any $ US aid goes to Israel to be dispensed to the indigenous peoples anyway.

Cut off US Aid strange words when the US is borrowing the money from China.

If you can only survive financially because of monetary handouts from other governments, you should not be classified as a country.

This applies more to IsraHell. They get 100 of billion$ per year in direct and indirect aid. Palestanians get peanuts!

What price freedom? Is ours or anyone else's more valuable than theirs? After decades meanningless discussions, we continue to finance this charade. It's time to stop and let the chips fall where they may. Bring the money home where it's needed now more than ever.

Palestinians for UN membership: It must succeed. The continuation of the segregation, the starvation, the marginalizing and enslavement of the Palestinian people has to come to an end. If membership will lead to U.N. involvement, stabilization, building and self governance of the Palestinian people then how could any member of the Security Council vote against them? Negotiating is not working, both parties can't agree and if the UN which created this problem after WWII, can come up with anything that looks like a possible solution, they should try. There is more up side to this solution than down side effects.
What is troubling is that the U.S. is standing in the way of this action. Why would we resort to the use of coercion? To threaten to cut off Aid if someone seeks U.N. Statehood seems counter productive at best or being used as a tool by the other side.
The countries that veto or vote against this political solution: Allowing Palestinians UN membership, will show that they are not for any solution, and are in effect voting for the continued killings, control and stagnation of an entire group and generation of Palestinians.
Find a solution now! Any political solution is better than the alternative.

American Israel Political Action Committee bought politicians + gullible Americans = taxpayer money wasted on Israel.

      For what exactly?

Can we please stop calling it aid and what it is, a BRIBE for so called peace. Just like Pakistan, our so called friend, as long as we keep dishing out the money. I can appreciate Carter for Camp David, but he was too much of a dove and it all came down to taxpayer moeny being shelled out to Israel and the Palestinians for so called peace attempt. Have we learned nothing from WWW II? Appeasement never works.

The Palestinian leadership refuses to negotiate and then threatens Jewish cities and towns in area C with the object of having 300,000 Jews thrown of their homes.
So the basis of this scenario is the protection of Jewish life.
Peace and a Palestinian state in the west bank can only be achieved by negotiation. The Palestinian unilateral action of going to the UN is not negotiation but a political threat against Israel as a Jewish state.

Be careful here opponents you will be anti-semites for being against statehood as the palestinians are semites and it would be a semitic state. When can we expect Foxman, Dees, and the other goons to come to stomp out the anti-semites on this board?
