    How parts of payroll tax cut package are paid for

    Congressional negotiators have agreed on a $144 billion package that extends three major programs through the end of the year: a 2 percentage-point reduction in the Social Security payroll tax, federal unemployment benefits for the long-time unemployed and avoidance of a 27 percent cut in reimbursements for doctors treating Medicare patients.

    A look at how the package would be financed:

    — There would be no cuts in other programs to pay for the $100 billion cost of extending the payroll tax cut.

    — Half of the unemployment benefit extension would be paid for by asking new federal employees to contribute an additional 2.3 percent into their defined benefit plans.

    The other half would come from giving the Federal Communications Commission the authority to pay TV broadcasters for underutilized broadcast spectrums and auction that off to wireless companies. That is expected to raise $25 billion, of which $7 billion in auction proceeds and spectrum worth $2.75 billion would go to a new first responder network for police, firefighters and other public safety officials.

    The broadcast spectrum sales are expected to lead to faster downloads for smartphones, iPads and other mobile devices. The House Energy and Commerce Committee said unlicensed spectrum has been a source of innovation, enabling new forms of communication like WiFi and Bluetooth.

    — The approximately $20 billion cost of preventing payment cuts to Medicare doctors would be paid for with cuts in other areas of health care. All these cuts and savings would be achieved from 2012 through 2022.

    — $2.5 billion would come from a health care law fund directed to Louisiana to make up for Medicaid money it lost because of the influx of federal dollars after Hurricane Katrina.

    — $4.1 billion from reducing Medicaid payments to hospitals with a disproportionate share of uninsured patients. President Barack Obama sought similar cuts in his proposed 2013 budget.

    —$5 billion would be cut from a 10-year, $15 billion program included in the 2010 health care law, promoted by Sen. Tom Harkin, D-Iowa, that was aimed at boosting prevention and public health programs.

    —$2.7 billion saved by reducing payment rates for clinical laboratory services by 2 percent in 2013.

    —$6.9 billion saved by reducing bad debt payments. Currently Medicare reimburses hospitals and skilled nursing facilities for 70 percent of cost-sharing that patients are unable or unwilling to pay. Bad debt reimbursements would be phased down to 65 percent in the 2013 budget year. Obama had also recommended reductions in these payments.

      WHHHATTTTTT!?!?! Where is the magic money tree when you need it?

      I was wondering about that pesky social security... if you go to the SS website it explains how many workers (historically) have paid for the recipients of the ss checks since inception... it started with a dozen or so in the 1950's then dwindled to 2.5 in 2010... now that we have a reduction in payroll deduction for those workers - how is SS paid for at all? MAGIC MONEY TREE....... WHEEEEEE!!!!

      I didn't need to see any more than this. HERE is the problem with our government (not a party, the WHOLE government). The FIRST thing they should have done to pay for this boondoggle is to CUT spending somewhere. We keep hearing more revenue is needed to reduce deficit spending ALONG with cuts, but what do we actually SEE? More spending with more revenue generation and NO cuts.
      Once again, proof that the only thing DC will do with more money is find a way to spend it while not cutting anything. No new revenue UNTIL you start to actually reduce how much money the government spends each year!

      In 1937 then-President Franklin Roosevelt felt confident that no president would dare touch his payroll tax, but he probably never envisioned voters would elect a socialist like Obama.

      If we eliminated prescription laws, the savings would be considerable in reducing unneeded and medically unnecessary physician office visits that accomplish nothing but put more money in their pockets. Going by my own experience as a senior on Medicare, this would produce a cost savings of about $300 a year. Thirty dollars savings for me and two hundred and seventy dollars for my Medicare Advantage provider. The elimination of both prescription laws and drug laws would save the US so much money (a third of all people in prisons are there because of drug laws) that the cuts in the payroll tax would be more than paid for. States would save hundreds of millions of dollars every year, money that could be put to better use than keeping people in prison or paying unnecessary Medicaid costs. Of all those running for President, only Ron Paul is willing to support doing this!

        The Congressional Budget Office recently reported that federal employees are grossly over-paid compared to private employers, with benefits being the major problem.
