    Perry bills feds $349M for incarcerating illegals

    AUSTIN, Texas (AP) — Texas Gov. Rick Perry has asked the U.S. Department of Homeland Security for nearly $350 million to cover the costs he says Texas has incurred incarcerating illegal immigrants in state prisons and county jails.

    In a letter to Homeland Security Secretary Janet Napolitano, Perry reiterated a claim he's often leveled against the federal government: that it's not doing enough to secure the border with Mexico and as a result, has allowed illegal immigrants to enter the U.S. and use taxpayer-funded resources, including the prison system.

    The letter was dated Aug. 10, three days before the Republican governor formally announced he is running for president.

    Reached after-hours Friday by phone, DHS spokesman Matthew Chandler said he wasn't in position to comment and said he could not confirm that the DHS had even received the letter.

    Perry has been criticized by some fellow conservatives as being too lenient on illegal immigration issues. Unlike fellow GOP presidential hopeful Rep. Michele Bachmann, Perry does not think the U.S. should build a wall spanning the entire Mexican border. Perry also has supported discounted tuition rates for the children of illegal immigrants at Texas universities, and he has said Arizona's tough-on-immigration law wouldn't be right for Texas.

    As governor, Perry was one of the first to talk about immigration by breaking out the issue of border security, a move that has won him support from conservative Hispanics. But he angered Hispanic leaders in June by endorsing legislation that would have prohibited cities from adopting "sanctuary" rules for handling suspected immigrants.

    In his two-page letter to Napolitano, Perry described the formula used to come up with his $349.2 million bill, including $94.4 million to cover costs incurred by county jails.

    "During tough economic times, when communities are making difficult decisions about their own budgets, Texas counties are being asked to cover more than $94.4 million in direct costs related to housing illegal immigrants while the state has been left to cover more than $254.8 million in such costs."

    He included a memo from Comptroller Susan Combs in which she supports his calculations but warns that the estimates are conservative.

    "The longstanding failure of the federal government to secure our border with Mexico continues to burden local communities and resources in Texas," Perry wrote. "Because there are not enough troops on the ground, illegal immigrants are able to penetrate the Texas border every day and use taxpayer-funded resources."

    Perry is not the first governor to try to bill the federal government for the costs of incarcerating illegal immigrants. Arizona Gov. Jan Brewer, a Republican, sued the DHS in February seeking compensation for incarceration costs, among other things. And Napolitano herself, who preceded Brewer as Arizona governor, regularly sent the Justice Department invoices seeking such reimbursement before she became Homeland Security secretary.

      this is my first post on any issue.seems to me,you people are missing the real issue.illegal immigrants first and foremost have committed a crime-hence the term illegal.any country in any part of the world has to have some control over their borders.to safe guard the legal residents who live there.the federal gov. of the U.S says that only they can make any rules for action against people who come across the border without going thru proper channels.any state that has tried to enforce any of their own rules has meet with opposition from the federal gov. .as long as the american people stand by and let such an inept gov and people that they themselves elected to represent their interests in our [gov for the people.by the-people] gov system,there will be nothing done.too many in gov now have special interest groups that pay for their reelection expenses and kickbacks into their own bank accounts.why would they enforce existing laws when doing so would take money from their own pocket.i think that if the federal gov. wants to keep looking the other way on this issue instead of upholding the laws of this previously great country then yes they should have to pay for the upkeep of any illegals who are currently being pandered to in this country ,from mexico or elsewhere.also the states need to take back control of internal issues like this.govern themselves,enforce the laws if that means having state military stand on the border with permission to shoot or force some one to return to his or her own country until such a time that they can come across with legal papers.the cost f to the american taxpayer for careing for all of these people cannot be tolerated anymore but also the expense of sending them all back to their own country would be too great an expense.in humanitarian views you cant just take them to the border drop them off and say go home,the lives lost would be too great.the surrounding country and the elements would ensure that alot of the weaker ones would die.i've been to the border and have seen how unforgiving the weather and harsh terrain can be.place border guards on the border with permission to use whatever force is needed to stop the drugs and people from comming across without fear of the mexican gov. sueing them or being inprisoned for doing their job.find ways that the rest can pay for their own return to their . home country.they broke our laws by comming here in the way they did let them work for the money needed to go home .nothing extra.i have lived on the streets,gone hungry.worn the same pair of pants for a year,washed them daily in the river trying to stay clean. never asked for a hand out never commited any crimes,i was thirteen then with no one to turn to.assalted and beaten when trying to sleep on a park bench in asheville N.C..found farm work to get food when it was available.went hungry when it wasn't .ate out of a trash can behind a pizza hut sometimes late at night when no one was around.too embrassed for anyone to see me doing this.at fifteen i lied about my age to get a job althou i found out later the man who hired me knew i was too young but gave me a chance ,but i still had to pull my own weight just like any grown man who worked there.my point in telling this is that if these people want a better life do it in their own country ,force your gov to clean up its act or get another gov much as we need to do here.then work and help each other in "your" country where you don't have to worry about being deported or put in jail.i worked hard to make my life better you can too.

        Pure fiction, from beginning to end. The benefits of immigration far outweigh the costs, so much so that there really shouldn't be any laws limiting immigration in the first place, except, perhaps, efforts to check criminal backgrounds. But, then, people with criminal backgrounds wouldn't go through the proper channels, anyway.

      The Immigration and Naturalization Service are not following the laws of the Nation.. All persons braking the immigration law of this country should be deported. If the immigration laws are not enforced then open the borders and let everybody come in. Before the law-makers take the oath office they accept to obey and enforce all the laws of the United States of America, and this includes the President. The ambiguity of arrest this and that person shouldn't apply, if you brake the law, you should be arrested and charged. By not enforcing the immigration law of this country all those allowing people to brake the law, should be prosecuted including the president down the chain of command. If the immigration service don't want to enforced the law there is no need for their service. Since the President stated that, states doesn't have anything to do with immigration all the expenses for illegals paid by the States should be billed to the United States Government. Governor Perry is correct in billing the U.S. Government for expenses of illegal for incarceration and schooling, and hospital services.

      Just another liberal socialist lack of responsability from the Federal government. "We need voters, so we will not honor or support the Laws of the United States. Texas, if you can't deport them and the Feds will not take them just fly them to the District of Columbia (Washington) and drop them off at the airport. It would be cheaper on Texas and you will just wash your hands of the problem. Then the Democrats in Washington will have all the voters they want and Texas is not responsable. 2012 massive changes to conservative.

      Here's a thought. Raise the tax rate on Corporations, the affluent and Wall Street / hedge fund managers to, say 95%. Then give them a big tax deduction for every American citizen that they hire. What's not to like? There will be a immediate reduction in the unemployment rate. Americans will return to work and paying taxes. Idle factories reopen and we start buying products made in America again. Construction companies start building homes, factories and infrastructure. We rebuild our manufacturing base and return America to it's rightful place as the manufacturing leader of the world. The only snag is that the people who have been accumulating wealth since the days of Reagan will have to help in getting our country back on it's feet.
