This aerial photo from a National Guard Black Hawk helicopter, shows homes in the Tokach Timberhaven development south of Mandan, N.D., being cut off as rising water floods roadways on June 3, 2011. A number of people climbing on the dikes Thursday received warnings, but Bismarck Police Chief Keith Witt said officers intend to arrest future offenders. The crime is a misdemeanor, carrying a maximum penalty of 30 days in jail and $1,000 fine. less
