In this April 18, 2013, photo, Carlos Jair Gonzalez, 29, left, gives guidance to a newcomer at the Padre Chava migrant shelter in the northern border city of Tijuana. Gonzalez, who was deported from the U.S. last December, has been at the shelter for a month while nursing a foot he fractured when he jumped the border fence in a failed attempt to rejoin his family in California.
