This April 20, 2011 photo shows an area near the Whittier Hills preserve close to the proposed drilling site in Whittier, Calif. More than a decade after buying more than 1,200 acres of land from oil companies and turning it in a nature preserve, the cash-strapped city of Whittier is now looking into drilling on that land. The proposal has bitterly divided this Los Angeles suburb that was founded by Quakers in the late 19th century, a religion with a deep commitment to protecting the environment.
