In this Aug. 12, 2013, photo, earth-filled water from a heavy rainstorm begins to flow over a drainage creek during flooding which occurred three days after a deadly flash flood struck at the same location, causing millions of dollars in damage, in Manitou Springs, Colo. Manitou Springs lies downstream of the vast swaths of scorched earth left behind by last year's Waldo Canyon Fire, making the town highly prone to flash flooding.
