This Aug. 30, 2009 file photo shows an inmate firefighter hand crew clearing brush as the Station fire burns in the hills above a home in Acton, Calif. California officials are struggling to save a program that puts 4,300 state prison inmates on the front lines fighting wildfires each year. The program, which state officials say is crucial to maintaining their ability to contain massive wildland fires, is endangered by a plan from Gov. Jerry Brown to move lower-level offenders from state prisons to county jails.(AP Photo/Dan Steinberg, File) less
