A recipe for gridlock was brewing in the San Francisco Bay Area, as two of the region's major transit agencies teetered on the brink of commute-crippling strikes. While talks between the Bay Area Rapid Transit agency and its unions to avoid the second walk-off in four months were set to resume on Tuesday, workers at a major regional bus line said they would go on strike in 72 hours.
