Animal rights groups sued the Agriculture Department, seeking to block the inspections and thwart the two plants now approved for horse slaughter in Iowa and New Mexico. Insurgents unleashed a new wave of attacks in Iraq, killing at least 49 people. The latest in a surge in violence across the country that has raised concerns over a return to sectarian bloodshed.
