Children's stuffed animals and balloons make up a memorial for slain one-year-old Antiq Hennis in front of his mother's apartment, Monday, Dec. 30, 2013, in the Brownsville section of New York. Hennis was fatally shot Sept. 1 by a stray bullet while being wheeled across the street in his stroller. Police believe the boy's father was the intended target of the shooting, but the father refused to cooperate in identifying the shooter. Year-end boasts by Mayor Michael Bloomberg that New York is the safest big city in America ring hollow in Brownsville, a neighborhood of entrenched gang violence that has proven stubbornly immune to strategies that have pushed crime to historic lows across the rest of the city.
