U.N. special envoy to Congo, Martin Kobler condemned the living conditions of the prisoners, which prison officials said was designed for a capacity of 350 prisoners but currently hosting 1045 convicts. He was on a fact finding mission to assess how the United Nations can work with the government to improve the services in the facility.
