At Chicago's O'Hare International Airport, one of the world's busiest hubs, federal authorities are using new procedures to help travelers through customs quickly. Airlines that see a plane is late find passengers who will have less than 90 minutes to make a connection and give them bright-orange cards that let them cut to the short, fast-moving customs lines. less
