FILE - This Sept. 22, 2009 file shows federal agents mixing into a swarm of automobiles as they do security checks on vehicles waiting to enter the U.S. at the San Ysidro Border Crossing in San Diego. Federal agents at the border must be allowed to act on no more than a hunch when deciding whether to search a person's laptop, cell phone or other electronic device because any higher standard would prevent detection of terrorists and child pornographers and expose the government to damaging lawsuits, according to a censored version of an internal study conducted by the Department of Homeland Security.
