In this Feb. 27, 2011 picture, Shirley Ragland stands next to a resolution of reconciliation passed by the local Prince Edward County board of supervisors in Farmville, Va. It expresses regret for hardships endured by black students, including Ragland, when public schools were closed in 1959 to resist court-ordered integration. The four-year closure ironically coincided with the centennial of the Emancipation Proclamation. Over the next four years, Americans will mark the 150th anniversary of major events in the Civil War, which ran from 1861 to 1865. less
