FILE - In this April 1, 2014 file photo, Illinois House Speaker Michael Madigan, D-Chicago, presents a constitutional amendment to protect voters against discrimination during a House committee hearing at the Capitol in Springfield. The House passed the proposal 107-5 vote Tuesday, April 8, 2014.
