FILE - In this April 18, 2014, file photo, Wyoming Superintendent of Public Instruction Cindy Hill speaks in Cheyenne, Wyo, about a court ruling that returns her to overseeing operations of the Wyoming Department of Education. A special legislative committee investigating Hill released a scathing report Tuesday, July 1, 2014, concluding she failed to follow legislative funding directives and demanded education department staff to be personally loyal to her. Hill, a Republican who's running for governor against incumbent Gov. Matt Mead and Taylor Haynes of Cheyenne, decried the findings as a political effort to discredit her. Hill says she has followed the law and not misused any funds.(AP Photo/Ben Neary, File) less
