FILE - In this Aug. 15, 2010 file photo, a divot left by an off-road truck that went out of control running into a crowd of spectators at the California 200 Saturday night is shown in Lucerne Valley, Calif. The truck pinned bodies beneath it and sending others flying into a chaotic cloud of dust in a crash that killed eight people, injuring 12 authorities and witnesses said. The U.S Bureau of Land Management says its staff failed to follow established procedures for permitting and monitoring a Mojave Desert off-road race in which eight spectators were killed. An internal review released Friday, Nov. 19, 2010, found that BLM staff in California did not hold a pre-race consultation with promoters and did not get a detailed operating plan as required. less
