FILE - In this Aug. 5, 2012 file photo, an M23 rebel walks the streets of the North Kivu town of Rubare near Rutshuru, 75 km (48 miles) North of Goma, Congo. According to a report published Tuesday, Sept. 11, 2012 by Human Rights Watch, the newly-formed rebel group is responsible for widespread war crimes in eastern Congo, including summary executions and rape.
