FILE - In this Dec. 2, 2008 file photo, people fill Emancipation Hall during the opening ceremony of the United States Capitol Visitor Center in Washington. Security concerns, and swelling crowds mean average people are no longer allowed to hang out for long in the "People's House." A standard tour now means spending a half hour or so under the same roof as the lawmaking House and Senate, and the rest of the time next door in the massive underground Capitol Visitors Center. less
