File - In this Dec. 31, 2008 file photo, engineer Stephan Noetzel alerts a police officer to gunshots using ShotSpotter in East Palo Alto, Calif. Police in Oakland, Calif., want to drop the city's expensive gunshot detection system called ShotSpotter, despite calls from people in high-crime neighborhoods to keep it. The system costs the city $264,000 a year, money that could be used to operate a police helicopter according to a police spokesman. (AP Photo/Mathew Sumner, File) less
