FILE - In this Dec. 6, 2012 file photo, U.S. Rep. Rob Andrews, D-N.J., center, speaks along with Reps. Pat Meehan, R-Pa., left, and Frank LoBiondo, R-N.J., at a news conference in Clarksboro, N.J. Andrews will leave Congress within weeks after 23 years in office, according to a person with direct knowledge of the New Jersey Democrat's plans. The 56-year-old was first elected to Congress to represent a district outside Philadelphia in 1990. He intends to join a law firm with offices in Washington as a senior partner. A congressional ethics committee has been looking into Andrews' spending after reports more than two years ago that he was using campaign funds for frequent trips to California, where his daughter had a fledgling singing and acting career.
