FILE -- In this Feb. 22, 2007 file photo, Conservative Party leader David Cameron walks through the Benchill area of Wythenshawe, England, whilst Ryan Florence, 17, makes a gun gesture. It wasn't so long ago that David Cameron launched his "Hug a Hoodie" campaign - an intiative born out of public outcry over Britain's feral youths, and one that ended in ridicule when hooded youths mocked the then-Conservative leader during a photo opportunity. Now, Prime Minister Cameron is opting for tough love in the wake of Britain's riots but critics say it may be too little too late.
