FILE - This Feb. 27, 2009 photo provided by the U.S. Department of Energy's Carlsbad Field Office shows the arrival of the first remote-handled transuranic waste at the Waste Isolation Pilot Plant near Carlsbad, N.M. Oak Ridge Reservation in Tennessee sent the waste from its processing center about 1,300-miles away. Such waste is so radioactive it must be handled by robotic machines. By the end of July 2011, a presidential commission appointed to recommend a new plan for spent nuclear fuel storage and disposal is to issue its draft report.
