FILE- In this Feb. 7, 2009 file photo, a policeman fires tear gas shell at the Gorkha Janamukti Morcha (GJM) supporters, during a protest in Siliguri, India.West Bengal's new leader says she has solved a decades-old separatist problem in a deal offering Gorkhas self-rule in their Himalayan foothill homeland. But the deal leaves open the thorny issue of which territories the local ethnic Gorkha party would control.
