FILE - This image released by NASA's Jet Propulsion Laboratory in Pasadena, Calif. on Nov. 12, 1996 shows Jupiter's ice-covered moon, Europa, from the Galileo spacecraft. NASA said Tuesday, March 4, 2014 it is making preparations to plan a robotic mission to Jupiter's watery moon Europa, a place where astronomers speculate there might be life. The space agency set aside $15 million in its 2015 budget proposal to start planning a mission to Europa.
